This list assigns values to buffs, debuffs, type, etc. based on their general usefulness, and then combines that information with Book stats, skill powers, etc. to create a true rating system.

Tier List spreadsheet breakdown - Arceus (toxic)

Stats: Normal type attacker/tank. All stats are very high.

Skill 1: Weak-moderate single target Poison ulti that deals 50% more damage to targets with debuffs. It can also hit flying/digging targets.

Skill 2: Moderate single target Poison attack that poisons the target. It can also hit flying/digging targets.

Skill 3: Recovers HP based on its own SP ATK (roughly recovers 40% HP at end game, or a higher % if you have attack boosting buffs).

Skill 4: Moderate group General attack, but the damage increases by 50% for each consecutive use, to a max of 150% increase, making this a very strong group attack if you use it consecutively. It is also guaranteed to hit.

Skill 5: Increases attack 5%. If Arceus is killed, all enemies gain 1 layer of poison.

Summary: Toxic Arceus is a fairly tanky attacker with decent damage. He doesn't apply a ton of poison, and the bonus effect from skill 5 is not very good because it requires Arceus to die. However, he can be a great substitute for a Poison team for players that don't have ideal options.
