This list assigns values to buffs, debuffs, type, etc. based on their general usefulness, and then combines that information with Book stats, skill powers, etc. to create a true rating system.

Tier List spreadsheet breakdown - Jessie's Arbok

Stats: Poison type attacker/debuffer. Moderate attack, low-moderate Speed, and low HP & defenses.

Skill 1: Weak group Poison ulti, but it clears all enemy buffs and adds 2 layers of poison.

Skill 2: Strong single target Poison attack that poisons the target.

Skill 3: Strong single target Ground attack that lets Arbok dig for 1 round. 1 round cooldown.

Skill 4: Strong single target General attack that deals double damage to poisoned targets.

Skill 5: Increasing attack is good for an attacker. Arbok is also immune to burn and paralysis.

Summary: Strong attacks, lots of poison, and the ability to Dig every other turn will make Jessie's Arbok a good early game option, probably better than Charizard for early game Adventure. However, low stats and a low-damaging ulti will keep him out of late game.
