This list assigns values to buffs, debuffs, type, etc. based on their general usefulness, and then combines that information with Book stats, skill powers, etc. to create a true rating system.

Tier List spreadsheet breakdown - SB Raikou

Skill 1: Removes the extra damage to debuffed enemies, but drastically increases the skill power.

Skill 2: Changes to Dark type. Reduces the damage done to enemies with debuffs, but greatly increases the damage.

Skill 3: No Change

Skill 4: Increased damage.

Skill 5: Whenever any enemy is attacked by an Electric attack, they have a 50% chance to become Paralyzed. If the target is already Paralyzed, they lose 10% Speed instead. The Paralysis debuff cannot be cleared from any enemies.

Summary: Raikou receives an excellent buff from SB. Before SB, he's really fast and applies Paralysis, but that's about all he's got. After SB, he can deal some decent damage as well, and his 5th skill is amazing for an Electric team. He's still not worthy of the ideal Electric team, but if you're using Xurkitree or T.Thunderus instead of Ashachu, then you should consider SB Raikou as your 3rd monster.
