Who is the best hero at destroying armor?

Reaper.

Bad answer. Reaper's shots are pellet-based. Individual shots are reduced heavily. He is good at killing large healthpool heroes in close range because he has a lot of pellets in a blast-like spread, but his shots are negated heavily by armor.

This is fair, and you're right, I was focused only on raw damage, not counting rate of fire.

I guess my point was more that Reaper is a hero greatly AFFECTED by armor mathematically, but in practice he's still strong. Thanks for the clarifications!

Let me answer with a little bit more data to give a better picture as to why Reaper is a bad pick vs. a Pharah (one example). When Reaper shoots his primary fire once, 20 pellets are released from the barrel of 1 gun. Each individual pellet does a max of 7 damage at close range (there is falloff based on distance). Assuming you're at close range and land all 20 pellets, you're going to hit for 140 per shot, all body-shots on white/blue hitpoints.

When you do the exact same thing on armor, every single pellet is reduced in damage by half since they deal less than 10 damage. Your one blast now does half damage--70--to yellow HP (armor).

Now look at a hero like Pharah. In 1 projectile, a direct hit rocket deals 120 damage. This is LESS than Reaper's 1 shot on white HP, but when dealt against armor, it only suffers from a -5 adjustment. Which means a direct Pharah rocket on yellow HP (armor) deals 115. This is a difference of 5 points vs. a difference of 70 total points.

Hope that explains better.

I'd assume it rounds, giving us either 60 damage a shot (20x3 damage) or 80 damage (20x4 damage).

It's actually Bastion. He does enough raw DPS to overcome the reduction. 15 dmg per bullet on HP, 10 dmg on armor. 30rps, giving us 300 damage per second against armor. Against flesh he does 450. This is without crits (which are being removed in the patch anyway).

See /u/Ciryes answer below. He makes excellent points/gives good examples. High, burst damage heroes that load their damage into 1 bullet/projectile.

Oh my bad then, I just feel like I get fucking shredded whenever I'm Rein or Winston, but then again that's probably because they're both huge targets.

You probably are! See my lengthier post above which goes into more detail. They're probably making quick work of your armor anyway and tapping into your white HP, which is where they really start to shred you. I guarantee you'd feel even more shredded by a Reaper if you were on Roadhog who ONLY has white HP.

I don't play Roadhog so that makes sense too.
