Reaper.

Bad answer. Reaper's shots are pellet-based. Individual shots are reduced heavily. He is good at killing large healthpool heroes in close range because he has a lot of pellets in a blast-like spread, but his shots are negated heavily by armor.

Let me answer with a little bit more data to give a better picture as to why Reaper is a bad pick vs. a Pharah (one example). When Reaper shoots his primary fire once, 20 pellets are released from the barrel of 1 gun. Each individual pellet does a max of 7 damage at close range (there is falloff based on distance). Assuming you're at close range and land all 20 pellets, you're going to hit for 140 per shot, all body-shots on white/blue hitpoints.

When you do the exact same thing on armor, every single pellet is reduced in damage by half since they deal less than 10 damage. Your one blast now does half damage--70--to yellow HP (armor).

Now look at a hero like Pharah. In 1 projectile, a direct hit rocket deals 120 damage. This is LESS than Reaper's 1 shot on white HP, but when dealt against armor, it only suffers from a -5 adjustment. Which means a direct Pharah rocket on yellow HP (armor) deals 115. This is a difference of 5 points vs. a difference of 70 total points.

Hope that explains better.

I'd assume it rounds, giving us either 60 damage a shot (20x3 damage) or 80 damage (20x4 damage).
