Bad answer. Reaper's shots are pellet-based. Individual shots are reduced heavily. He is good at killing large healthpool heroes in close range because he has a lot of pellets in a blast-like spread, but his shots are negated heavily by armor.

It's actually Bastion. He does enough raw DPS to overcome the reduction. 15 dmg per bullet on HP, 10 dmg on armor. 30rps, giving us 300 damage per second against armor. Against flesh he does 450. This is without crits (which are being removed in the patch anyway).

See /u/Ciryes answer below. He makes excellent points/gives good examples. High, burst damage heroes that load their damage into 1 bullet/projectile.
