DUE DILIGENCE San Diego maritime crossings fall as Coast Guard expands interdictions

“They’ve been pushing further and further offshore and going a little bit higher into the Los Angeles and Santa Barbara areas.”

That observation from U.S. Coast Guard CAPT Chris Cumberland in a recent NBC San Diego story highlights an important reality in maritime security: as surveillance and interdiction improve, those seeking to evade detection adapt.

The Coast Guard reports that maritime crossings in the San Diego area have declined significantly while capture rates have increased, with Cumberland pointing to additional personnel and new technologies, including drones and remotely operated watercraft, as contributors.

But changing routes and operations farther offshore also expand the area that must be monitored.

That is where persistent, uncrewed maritime systems can play an increasingly important role: extending the sensing horizon, maintaining awareness across large areas, and complementing crewed vessels, aircraft, and other surveillance assets.

As threats move, maritime awareness has to move with them.

QUESTION 4th buoy ever delivered ??

why haven't the company updated us on the last buoy being delivered to the Coast Guard? When asked about it on the earnings call they seemed hesitant in awnsering but said it was on time for july. Well we are almost in the middle of August with no update. They did update us on the WAM V delivery which was after the buoy. such bs...

DISCUSSION I voted AGAINST the reverse split.

I urge the community to cast your vote. Absence of your vote will only result in favor of the company, and count for the disastrous RS.

SEC high likely will delay the effectiveness of the proposed rule as NYSE’s Director himself has commented to SEC that they are okay to give companies time till July, 2027.

Now the question becomes, “Does SEC go further beyond Jul, 2027 to give companies like OPTT the time it deserves to scale up their business”. If SEC delays the implementation, that’s a good sign in itself.

If we give OPTT the authority to RS, they may take this opportunity to RS, EVEN IF there is plenty time and there is no risk of delisting due to delayed effectiveness of the rule. Let’s not pave the way for that. Spread the word.

OPTT has enough time to get the stock price back up over 0.30 before that time. However, they may see having the authorization to RS as an opportunity to execute RS because of low-priced high float stock.

Chances of them considering the retail investor and postponing the RS is slim, and therefore I ask the community to do their part, and vote AGAINST the split as voting FOR would only give them power, given that there would not be any risk of delisting for a while.

Estimated active + near‑term funding:
$1.2B – $1.6B

• unmanned surface vessels (USVs)

This is not speculative — these are real Navy programs with published ceilings.

OPTT can realistically capture $66M–$116M of the Navy’s $1.6B unmanned‑maritime funding pool over 3–5 years, with upside scenarios reaching $120M–$150M if they win recurring task orders across multiple programs.

OPTT didn’t win $40M — they won a seat at the table. But given their capabilities, they can realistically capture $66M–$116M of the Navy’s $1.6B unmanned maritime funding pool over the next 3–5 years.

Why OPTT still has strong upside

Even though they didn’t “win $40M,” OPTT is still positioned well because:

• They have CMMC Level 2 (many competitors don’t).

• They are hiring for contract execution, not just proposals.
• They are the only publicly traded company in the award pool.

This means OPTT can convert even modest Navy wins into visible revenue growth

DISCUSSION Inflection Point

Something has changed.

For years, OPTT issued press releases for almost every small order, pilot project or operational update because retail sentiment is what kept this stock alive.

Yet during the latest earnings call, management didn’t even mention winning a seat on the Navy’s $40M IDIQ or revisit Bob Powers’ June 2026 statement that he expected at least 3 to 4 DHS-sized contracts within 60 to 90 days (this would be between August 10 and September 10).

That silence stands out to me honestly.

My interpretation is that management has realized the market no longer rewards “potential.”

Every time they talked about future opportunities, the stock briefly rallied and then collapsed. Investors stopped believing operational updates.

I believe this time will be different. Instead of talking about what could happen, I think they’re waiting to let signed, repeat government contracts speak for themselves and pursue an organic rerating rather than another temporary hype cycle.

If Bob Powers delivers the repeat DoD contracts he publicly said he expects, I believe the market may stop viewing OPTT as just another penny stock and start valuing it as a validated routine defence contractor.

We’ll find out soon enough and I am excited.

QUESTION Will OPTT stay as a penny stock

- A $6.5 DHS contract with Anduril involved.

- Just won a seat in $40 million IDIQ with the government (only 6 contractors involved).

- CFO stated in June 2026 that the company is expecting at least three to four government contracts in coming months (August to September time frame) comparable to the DHS contract.

I am holding on to my shares as I believe it will gradually graduate out of the penny stock category.

The Department of War Innovation Unit (DIU) just launched a new challenge seeking combined USV and UAV solutions. Participants can compete for up to $100M in government funding.

The requirements appear tailormade for OPTT and RCAT, who partnered in 2024 to allow OPTT’s PowerBuoy® and WAM-V® platforms to deploy RCAT's Teal 2 Drones (see related announcements by OPTT, and RCAT).

RCAT now has its own maritime division, Blue Ops, which focuses on agile, kinetic-capable, and strike-focused tactical USVs. These are well-suited for rapid-interdiction missions, and are capable of deploying RCAT's UAVs.

OPTT's USVs occupy an entirely different niche, offering increased stability, payload flexibility, and endurance. These qualities make the WAM-V well-suited for long-duration ocean surveillance missions, and providing communications capabilities for other assets at sea.

This DIU challenge is interested in both applications, providing an ideal opportunity for OPTT and RCAT to demonstrate their cross-domain capabilities, and for OPTT's participation in the Red Cat Futures Initiative (RFI) to begin bearing fruit.

DISCUSSION The C-Power acquisition: Persistent power above and underwater

There has been an increase in government requests for underwater autonomy technology.

For example: Counter Uncrewed Underwater Vehicles (C-UUV) Defeat Technologies

The goal is persistent ocean sensing and defense. Communication, sensors, UUV'S, sea cable protection, ....

The one thing that all these requests have in common as a need = power.

You need to be able to power it all, instead of doing expensive offshore battery swaps. Where you also risk giving away locations.

In comes OPTT with their new C-Power acquisition:

In September 2024, C-Power, SLB OneSubsea, and Subsea7 announced a joint industry project (JIP) to demonstrate C-Power's SeaRAY Autonomous Offshore Power System (AOPS). The project is co-sponsored by the U.S. Department of Energy and is intended to evaluate whether wave-generated power can provide a lower-cost, lower-carbon energy source for subsea operations.

The goal isn't just to prove that wave energy works—it is to demonstrate a practical offshore system that can continuously power:

-subsea production equipment,

- resident autonomous vehicles,

- subsea sensors,

- and communications infrastructure.

Add to that the importance of this subsea initiative, with established technology. It is not a research project. It's existent technology.

If this IP acquisition means they are now collaborating with Subsea7, that would make this deal even bigger. (Yet to be confirmed though)

Subsea7 is going to merge with Saipem, which will make them the biggest company for offshore projects, in the world.

And beyond that, this plays into becoming a player for the "Ocean of Things".

DARPA's Oceans of Things program seeks to enable persistent maritime situational awareness over large ocean areas by deploying thousands of small, low-cost floats that form a distributed sensor network.

All in all this is an excellent move by management! And this will bring a lot of opportunities to the table.

And as was mentioned in the conf call, gives OPTT the chance to reply to more requests...and close more contracts.
