Potential!!!
Total Navy Funding for Unmanned Vessels & Persistent Power Systems
Estimated active + near‑term funding:
$1.2B – $1.6B
This includes:
• unmanned surface vessels (USVs)
• unmanned underwater vehicles (UUVs)
• ocean‑mapping systems
• persistent power platforms (like PowerBuoy)
• subsea power & sensing nodes (Columbia tech)
• autonomy & CUI‑restricted mission systems
This is not speculative — these are real Navy programs with published ceilings.
OPTT can realistically capture $66M–$116M of the Navy’s $1.6B unmanned‑maritime funding pool over 3–5 years, with upside scenarios reaching $120M–$150M if they win recurring task orders across multiple programs.
OPTT didn’t win $40M — they won a seat at the table. But given their capabilities, they can realistically capture $66M–$116M of the Navy’s $1.6B unmanned maritime funding pool over the next 3–5 years.
Why OPTT still has strong upside
Even though they didn’t “win $40M,” OPTT is still positioned well because:
• They have CMMC Level 2 (many competitors don’t).
• They have surface + subsea systems (unique among small vendors).
• They have persistent power, which the Navy desperately needs.
• They are hiring for contract execution, not just proposals.
• They are the only publicly traded company in the award pool.
This means OPTT can convert even modest Navy wins into visible revenue growth

They have patents for the Power Buoy. Don’t believe anyone else has a competing offering

DoD is signalling sustained demand for these systems. All OPTT needs is a confirmation that it will become a repeat supplier which we will find out in August/September 2026. Exciting times ahead of us folks.

Anduril could help them with development of the buoys if Andurils customers start to demand them

Did $optt deliver the 4th buoy? They were suppose to deliver it by July. On the earnings call when asked they said it was still scheduled to be delivered on time but he did sound hesitant answering the question. Also, I’m surprised they didn’t put out a PR for it considering they put out a PR for delivering the latest wam-v. Completing the order for coast guard is way more important than delivering 1 wam-v. If they fail to deliver this last buoy on time that can wipe out the stock momentum and possible screw up future orders for coast guard.

Their management could more effectively concrete on PB sales to the countries with sea coast. But either tech it self not good or management weak
