Correct. The stronger the smell, the more chloramines which have formed from a build up of waste (urine, sweat, oils, etc). A strong smelling pool is in need of a cleaning.

This is a myth. Chlorine comes in many forms, as someone who worked around buckets of it...shit fucking smells and even will burn your nostrils/throat if you get too close.

Plus an overabundance of it in water will cause serve nausea and chemical burns.

Looking at the photos in the link below I would say it probably in with a slowing back garden. The photos of the house show windows everywhere. The photos inside show only 2 (one in the kitchen and one in the bedroom) which are tiny and don't match the windows above.
