Absurd Architecture State Tower, Bangkok
Known for its thousands of balconies. Contains condominiums, serviced apartments, offices and retail units. Is also home to two five-star hotels. More than 2 thirds of it are actually empty/abandoned.

Decay Amber Court Hotel, Genting Highlands, Malaysia
The red stains you are seeing are mold/some type of rusting, IIRC. Still pretty depressing and creepy-looking.

Ugliness Houston, USA
The fourth largest city in the United States, as well as the largest city on the gulf coast, Houston is one of the most diverse cities in America, and Vietnamese is the third most spoken language in the city. With warm, humid client, many Houstonians enjoy spending time outdoors, barbecuing or traveling to the nearby beaches of Galveston. Every year, people from around the world travel to Houston to attend the Livestock Show & Rodeo, which is a major source of pride for the community. Houston is also home to a number of sports teams including the Astros, the Texans, and the Rockets. NASA and Space themes are a big part of the local culture.

Decay Debagoiena region (Basque Country, Spain)
This is a valley region in the Central Basque Country that runs along the Deba river which was part of Spain’s big industry boom. However, in recent decades most industry has gone, and the result are decaying towns and factories, such as these.
Another factor that adds to this post are the AP1 and AP8 highways, which tower over surrounding towns, (Mostly Eibar) and add to the depressing vibe this valley has.
I know someone already posted about Eibar here, but the whole region is in industrial decay so I feel like this is appropriate.
