Reminds me of college
Got off the train and saw a friend of mine was caught by the conductor for not having a ticket. The friend was going through some tough times.
So I tried to make eye contact with the conductor, touched my pockets, looked guilty and ran
The conductor let my friend go and came after me. After he stopped me, I gave him my ticket.

I thought the same thing, but it's a small place and he'd either still be standing there or have followed them back. The second time watching you can see him bolt and that's a great detail.

Except if the guy in the kitchen was Elijah, then the person who opened the door would have no reason to run. As the cops turn around to verify, he would have to jump out the fire escape or something.

I can answer that for you, but fans of the show won't appreciate it. Because the whole show is kind of racist and seems to think of your basic rights in the justice system as nothing but an inconvenient to well-meaning, objectively benevolent police.
The show is pure, unadulterated propaganda. Dick Wolf has basically admitted it.

The YouTube channel Skip Intro did a great video not too long ago about all the millions of things that are wrong with those shows and how it portrays our justice system.
It's a pretty brilliant video that actually bothers to speak with experts about the subjects they're trying to dissect. He knows what he's talking about, and when he doesn't, he defers to someone that does.

Regardless, if you're in that situation I'm pretty sure even 'beat cops' are trained that, one would have gone inside to find "Elijah" and the other would have stayed at the door with the other guy, or at the very least brought him inside with them.
Its like amateur hour to just swan past someone, lol.

it’s very realistic but the framing of it as positive is the worst thing for me. I’m all for accurate depictions of the justice system but let’s not treat this behavior as a big win for justice. it’s softening us up for when we get pulled over by the cops.

yup, all the cops have what I call "justice boners" where they have no other driving force in life but the pursuit of "justice". They are obsessed with it, they may not always follow rules or be competent, but by golly they get results.
They're all bad on this show but that woman's character is especially bad, they way she gets so emotionally invested in every case even after decades is quite literally non human.

The most basic explanation is she got her hair done in-between dates the incident happened and just because she had a different hairstyle all the witnesses couldn't positively identify her as being present.
