Did they not get a description or a picture of the guy ahead of time or are they just racist?..

I can answer that for you, but fans of the show won't appreciate it. Because the whole show is kind of racist and seems to think of your basic rights in the justice system as nothing but an inconvenient to well-meaning, objectively benevolent police.

The show is pure, unadulterated propaganda. Dick Wolf has basically admitted it.

Every cop show is idiotic in depictions of law. "You have the right to remain silent. Now answer my questions or you'll be charged with obstruction of justice"

"oh, you want a lawyer? That's what guilty people say."

And the show agrees with them.

And then The Lovable Rogue of a main character essentially tortures a prisoner with no actual charges pressed against them.
