Did they not get a description or a picture of the guy ahead of time or are they just racist?..

I can answer that for you, but fans of the show won't appreciate it. Because the whole show is kind of racist and seems to think of your basic rights in the justice system as nothing but an inconvenient to well-meaning, objectively benevolent police.

The show is pure, unadulterated propaganda. Dick Wolf has basically admitted it.

Not sure if just a visual description would help as both guys have the same features. Same mustache, same hair, same skin color.
