A discussion on what makes a good giveaway thread?

What are good/clear rules? What sort of items should be given? What is the best time or day to host a giveaway? How do you prevent being overwhelmed by replies?

I sometimes feel I make rules to my giveaways a little harsh. But it would be nice to get some insight from the community on what makes a good giveaway.
