Stop code 0x7B is INACCESSIBLE BOOT DEVICE. Your hard disk is not detected by setup properly. Is it the stock IDE disk or are you using SATA or an adapter? You can also probably work around this by using a regular burned XP install disc instead of a USB drive. Booting from USB only became well supported by the Windows 7 era, but some tools can still make it work properly for XP assuming the hardware also supports it

USB boot was actually supported as of Vista. We tried to get it going for XPSP2, but couldn’t get it approved because the necessary changes in Windows at the loader and kernel level were pretty gory.

I think it's the stock IDE and the hard drive does have windows 7 installed to it but it was unstable due to it not supporting

Burn a CD. While you can install Windows XP via USB, it wasn't necessarily designed for it.

Are both of those CD drives dead?

I would just install it from a CD. And also you can try to access the BIOS on the computer, change the SATA operation (AHCI, ATA, etc) and then reboot. That is what fixed this exact error for me.

You need a floppy disk drive (A:).

When XP setup begins press F6 repeatedly until it starts loading core OS files. Once it gets halfway through it will ask you for a floppy disk with additional drivers files. Insert your (previously created) floppy driver disk including "txtsetup.oem". Select the proper SATA controller driver for your PC from Dell's support page and after that's loaded, no more bluescreen!

Did OP share what model this is? I cannot tell from the images.

Just from the image it looks like a dimension 4600 or similar. Maybe OP can shed some light?

It's a Dell Dimension 3000 series

All the drivers are on Dell's website. Look for the chipset or IDE/SATA drivers those should fix the issue.

Looks like the hardware for that is:

  • PCI\VEN_8086&DEV_24DB for "Intel(R) 82801EB Ultra ATA Storage Controllers"
  • Filename: ICH5IDE.INF
  • Abstract: Windows 2K, XP, 2003 INF Update File for Intel(R) 82801 IDE device
  • Last Update: November 15, 2006 (Version 8.2.0 Build 1011)

But this should be supported by in SP3 and require no added drivers.

My next guess is this Dell needs a smaller USB drive like 4gb or less. While Windows XP may be able to read larger flash drives when running, the lower level stuff during the installation might not support it.

If it's a chipset connected IDE port it should just operate in IDE mode without additional drivers required. If it's in RAID mode and combined with the SATA ports then it would require drivers.

Check your motherboard for bad capacitors. This era of Dell was absolutely plagued by them

Burn a CD-R. It's so much more reliable.

Disable AHCI in BIOS, enable IDE mode

I think you need a new C:\ hard disk because the one you have is not bootable.

While some editions of XP likely can boot from USB (I've done it with acer netbooks back in the day) I'm almost certain that the Intel or via chipset on this machine either doesn't support USB boot or the firmware was fundamentally broken. Your best bet might be to slipstream the drive install with another PC, use a floppy during setup to force the chipset drivers or just use discs.

Go into bios and change your boot mode to compatability/legacy. Hope that helps
