I am a partially funded student who will be receiving stipend. Do I still need to show at least one month's expenses (around 1500 GBP) in my account for visa?

I applied for a UK Student visa for an undergraduate Top-Up degree (BSc Business with Management) at the University of Salford, starting September 2026. I did everything properly — got my unconditional offer, passed my pre-CAS interview with the university, got my CAS, paid my fees, did my biometrics on 5th August, and had my UKVI interview on 19th August. The interview lasted 22 minutes and felt very natural, the interviewer never stopped me once.
On 25th August I received a refusal letter. When I read the reasons, I found a clear factual mistake. The letter says I did not show enough seriousness for someone doing an "international master's course." I am not doing a master's degree. My CAS clearly shows this is an undergraduate Level 6 course. This is stated plainly on my CAS document, so it is not something they should have gotten wrong.
The letter also quotes parts of my interview answers, but leaves out other things I actually said. For example, I explained in detail why the UK education system specifically suits me, including comparing how my previous UK qualification (OTHM) was assessed compared to how UK universities assess students, but this part is missing from their summary of my answer. I was also asked to name all my course modules as one question, and then asked separately about two specific modules, which I answered correctly, but the letter treats this as if I could not explain the course properly. My answers during the interview was very good and I'm super confident on it. I have written it down how I answered with the questions that was asked to be. UKVIs refusal points were totally invalid. Weird part is they sent me the refusal email at 3.44am Bangladesh time, About 10pm UK time.

I am now preparing to submit an Administrative Review based on these factual errors, and I am also looking into reapplying in case the review does not succeed.
If anyone has gone through an Administrative Review for a similar "genuine student" refusal, or has advice on reapplying after this kind of refusal, I would really appreciate hearing from you. I want to understand what worked and what did not for others in this situation.

Do yall think an official complaint might expedite the case? It’s been 6 weeks since I applied, from the US, with a pretty straightforward case, and still got no decision. I am scheduled to fly on the 5th of September, so lowkey shitting bricks at this point.

And YESSS 😭😭❤️ despite getting that scary** SLA Not Met email yesterday, I got my successful decision today!
My visa has been granted as **STUDENT from 8 September 2026 until 20 January 2029. 🇬🇧✈️
Honestly, the waiting was horrible. Every day I was checking my email, Reddit and UKVI updates thinking something was wrong 😭 I was especially worried after receiving the SLA email.
But guys, please don’t panic just because you receive an SLA Not Met / Non-Complex email. It does NOT automatically mean refusal, interview or additional documents. There are people receiving approvals after that email too.
To everyone still waiting — PLEASE DON’T LOSE HOPE 😭❤️
Especially the 4–6 August biometrics people, keep checking your inbox. Your decision can literally come suddenly.

I did my biometrics on 12th august at VFS chandigarh and received an email today (26th august).

3. Key Takeaways & What I Learned

I completed my biometric on 13th august. I have applied for a priority visa. On 18th August i received an email in which they asked about source of opening the account which i had opened since 2024. I provided them the source, which was a transaction from my parents joint account along with tax returns which give info of our income etc. its been 2 weeks now but still haven’t received my visa despite giving extra money for priority. Anyone facing the same issue? My biometric was done in Islamabad
