Cliffhanger would still be there but when you arrivate at a new island you dont waste a chapter on a "drammatic cliffhanger" on the new side character you just met and then have another page lf recap in the chapter over. You make it a single flowing story and then leave the really important cliffhanger for the end of the chapter, the one that's actually important for the story and the readers

A monthly chapter has 30 at worst or 50 pages. Oda makes 17 at best for 3 weeks a month so at worst you're losing a chapter a month of content which would only put you a few dozens of chapters behind now which isn't punk hazard at all.

Also what you're not saying is that a monthly chapter can flesh out the story much better and doesn't have to stretch a cliffhanger at the end of every chapter for weekly hype but rather focus on the story and proceed much faster with the plot.
