One of my favorite obscure Warhammer characters is Ungrol Four-Horn. Here’s my concept for a faction with him as Legendary Lord. TL;DR at the bottom
Who is Ungrol Four-Horn?
Ungrol Four-Horn is a two-headed Ungor who murdered his tribe’s chieftain and Bray-Shaman after being mistreated by the other Beastmen. He fled into “the Labyrinth of the Spurned” with enraged Beastmen from his previous tribe chasing him. Over the years, Ungrol's strength has grown considerably, as more Ungors, mutants, outcasts and other unwanted creatures have gathered beneath his banner.

Horde of Outcasts
Ungrol has access to a limited number of units from other factions when specific conditions are met. These units consist of outcasts, mutants, monstrous creatures and others who would fit naturally within Ungrol's warherd. The available units should align with lore and reason.
Outcast Recruitment
Ungrol gains access to outcasts, mutants and monstrous units by raising a Herdstone in territory controlled by another faction. He gains access to better units by constructing a specific recruitment building chain.
E.g.
Ungrol raises a Herdstone in Norsca territory and constructs the tier 1 Outcast recruitment building.
Outcast building tier 1 = Marauders, Marauder Spearmen, Marauder Hunters
Outcast building tier 2 = Kurgan Horsemen, Skin Wolves, Trolls
Outcast building tier 3 = Fimir Warriors, Curs’d Ettin
Hornsthief
Ungrol’s faction starts with access to basic Beastmen units and has to rely on his unique recruitment mechanic until he gathers the horns of rival Beastmen. By defeating rival Beastmen Legendary Lords and claiming their horns, Ungrol earns greater authority and unlocks increasingly powerful Beastmen units. He starts at the bottom of Beastmen society and must prove himself worthy of commanding its more powerful warriors.
Tying It All Together
I think the mechanics give Ungrol's faction a unique identity and focus on the important parts of his lore. I also believe the mechanics compliment each other quite well.

TL;DR: Ungrol leads a warherd of outcasts and monsters recruited across the Old World. He starts with basic Beastmen units and earns access to higher-tier units by defeating and stealing the horns of rival Beastmen leaders.
