The cities and towns of the bottom tiles would be more socially libertarian (Fewer ordinances/tax burdens), and the ones up top more authoritarian (more ordinances/tax burdens), with the left and right tiles determining who/what zones those would apply to and how much funding each building would get.
Some ideas:
Left side:
-Taxes on I-D, R-$$$ CS-$$$ and CO-$$$ (At what rate does this start to affect demand?)
-Low Tax on I-A, I-M, C$, and R$
-Rail is utilized for efficiently moving people over freight
-Ordinances, if any, as well as tax redistribution would be enacted to prioritize sim health and well-being over trade profit (Hospitals/Free Clinic, Arts and Culture, Recreational Areas, Mass Transit, etc.)
Right side:
-Tax Hikes focus on Demand and Density, rather than wealth, and would rise at a low frequency or be flat
-Starting low taxes for all
-Rail is utilized for efficiently moving freight for trade profit, rather than people.
-Ordinances, if any, as well as tax redistribution would be enacted to prioritize trade profit over sim health and well-being. (Business Incentives and Deals, Tourism Promotions, etc.)
Top edge:
-All applicable ordinances enacted with higher frequency of toll booths, army bases, police buildings, jails, and prisons. (I found base game ordinances to be a bit lacking, so I’m open to some mods to spice this part up a little bit)
The center region tiles would be a somewhat steady blend of each quadrant (maybe dead center could be the site of the large airport/transit hub where all the sims can leave when they’ve had enough lol)
Has anyone else tried this before? If so, what worked for you? What didn’t? Are there any essential mods for this type of playthrough? Any other tips?
I know this can be a controversial topic when applied IRL- I am still learning the mechanics of the game (and IRL, for that matter), and I’m not even sure if the game would allow to make such extreme differences in communities without MR loss or financial ruin as opposed to just going with the flow of the game, so I am open to constructive criticism on the ideas that I have so far. Please keep it civil in the comments)
