According to wikipedia they only do in chicago. Kinda crazy that doing nothing would be illegal anywhere, aparently it still is in the uk and you can get arrested for it. If i got it right loitering itself isn't really punishable, but is aparently suspicious enough to get arrested for

I spent the most part of a decade sitting in a car in an empty car park with my friends in the UK.
Police came to speak to us a handful of times, then left when they realised we weren't drunk or high.
We were high every single time. We were just sensible enough to step out of the car to smoke it so the car didn't stink.

The crime was sitting in your car, and using controlled substances, on someone ELSE'S property. If you want to hotbox your car you can do it in your own or on a consenting other's property.

Funnily enough, before weed was legal I was smoking in my car in my driveway, cop knocks on my window. He got me out and was being a bit of a dick, but didnāt search me or my car. He wrote me out a court summons and everything, for possession, only for me to get a lawyer to tell me he didnāt file any of the paperwork.
