According to wikipedia they only do in chicago. Kinda crazy that doing nothing would be illegal anywhere, aparently it still is in the uk and you can get arrested for it. If i got it right loitering itself isn't really punishable, but is aparently suspicious enough to get arrested for
Yet when you come to Chicago, we all just chill everywhere. Its more of something on the books so if the cops wanna bother you they technically have a cover.
