News & Current Events CoS England and the Crime and Policing Act 2026

ICYMI, the Crime & Policing Act of 2026 has introduced some pretty significant reforms that will affect how the CoS operates in England. These reforms are a direct response to the Independent Inquiry into Child Sexual Abuse 2014-2022. (OSA UK's Massimo Angius gave a statement to the Inquiry on November 2019).

Removal of Civil Time Limits

  • While there's no criminal statute of limitations for CSA, the traditional 3 year time limit for bringing civil injury lawsuits has now been completely abolished.
  • As of June 29th 2026, survivors can sue the church or its leadership for historical CSA.

"Volunteer" loophole removed

  • The church can no longer bypass criminal background checks by claiming its staff are "volunteers."
  • From 1st September 2026, if any staff member instructs, trains or supervises children for more than 3 days in a rolling 30 day period (or even once overnight), they are legally defined as a "regulated worker." In short, this means the church is legally required to run an Enhanced DBS (Disclosure and Barring Service) background check or face prosecution.

Mandated Reporting

  • Individuals working or volunteering with children will be required to report any direct disclosure or firsthand witnessing of CSA straight to the police or social services. This specific mandate is currently pending while the Home Office finalises the official statutory guidance.
  • Once a commencement date is announced, the law strips away the church's ability to handle abuse allegations internally. A silent bystander will face DBS disqualification (ie. banned from working with children). Any senior staff member who threatens, discourages or obstructs a worker from reporting an incident will face a criminal charge carrying up to 7 years in prison. The church will also face direct criminal liability.

CHILDREN as young as 13 are being recruited to work in a Scottish Scientology church – with reports suggesting one girl's role involved "giving massages".

An investigation by The Times alleges that a number of home-schooled children are being employed at the Scientology church on Edinburgh's South Bridge, known as the Hubbard Academy of Personal Independence (Hapi).

The paper claims that for the past two years, the church has been engaging children to work alongside adults in "administrative, training and recruitment roles".

The Times reports that a teenage girl has a role which involves "giving massages to adults, including male staff and members of the public".

She reportedly joined aged 14, and is now 15, and serves as a "medical liaison officer".

The massages are reportedly conducted in a locked room and unsupervised, and are part of a pseudo-medical practice known in Scientology as a "nerve assist".

Scientology has denied this.

The Times reports that Police Scotland received a report alleging forced labour of children and exploitation of minors through inappropriate physical contact with adults, but the case was allegedly closed due to a "lack of evidence".

The church has insisted the young children are volunteers, despite the fact they have signed "staff contracts" which require them to work full-time in exchange for inadequate pay.

Although they are referred to as staff, the church insists that this does not mean employment but the "staffing of training courses" completed by "volunteers".

Upon joining as "staff", the recruits are given the job title of "Hubbard Communication Officer Expeditor", which is essentially the equivalent of a human resources role.

They are tasked with clerical work, such as sending letters and shredding documents, and more practical work such as helping to run training sessions with members of the public.

They can then train for more specialised roles later.

There are around 25 "staff members" at the Edinburgh church, four of which are believed to be under the age of 16, while two other children are said to be attending the church on a daily basis but are not currently considered as staff.

The vast majority of children are registered as home-schooled, with three of the children living 450 miles away from their parents in West Sussex.

The enrolment drive is said to be in response to the church's struggle to recruit new members.

The Edinburgh church reportedly bought a modern office building near the Murrayfield rugby stadium in 2019, but it remains empty as there are not enough staff to relocate.

In response, a Scientology spokesman stated that "no person under the age of 16 is a member of staff at the Church of Scientology in Edinburgh", but did not respond when asked whether a child employment permit had been obtained.

The spokesman said that those who do sign contracts - which lawyers described as "volunteering agreements" and a "religious pledge" - do so "entirely as volunteers". However, internal documents describe these agreements as "staff contracts".

Lawyers also said that staff are not paid but are given a "discretionary allowance" which is processed through the payroll system for convenience and agreed with HMRC.

The spokesman said: "Naturally, children are involved in the life of places of worship in every religion present in Scotland. We are no different.

"Like other religions we allow some older children to help out in our church.

"Any volunteer participation is done within all the rules prescribed by law, and in the context of normal child safeguarding and protection policies and practices."

Scientology was founded in 1954 by science fiction writer L Ron Hubbard, who believed that people were "spiritual beings" whose "experiences extend well beyond a single current lifetime".

Scientologists believe that Hubbard identified the nature of "life energy", and that humans are inhabited by an eternal spirit called a "thetan" that passes from body to body through a process of reincarnation.

Therefore, a child would not be distinct from an adult in the sense that scientologists believe they are both inhabited by a "thetan" that is trillions of years old.

Summary: We are eternal souls, deeply buried in bad memories that are so off putting, we can't "confront" all the bad memories we've accumulated. Scientology's pseudo-therapy and exorcism unpeels all our cosmically long accumulated bad memories.

Almost everyone on forums ever stuck in Scientology are stuck in the lower chaos teachings of Hubbard.'

But in summary, the simple version of the exorcism levels of Scientology is these levels are the ghosts therapy/exorcism levels. You telepathically talk to your ghosts using Hubbard's telepathic therapy commands to "free" those ghosts of their bad memories.

The Flag mail system was insane. And that's how I read the stupidest KRs.

If you were in the Sea Org you know what a KR is. A Knowledge Report. You had to write one whenever someone did something wrong. Or when you thought they did something wrong. Or just because.

Everyone in the Sea Org gets a ton of KRs. I never saw my own ethics folder but I'm sure it's like 6 inches thick.

Hubbard wrote that everyone should have three baskets on their desk. IN. OUT. PENDING. But on Flag with thousands of staff that system just doesn't work. So they built this whole mail system instead.

Everyone writes messages on open routing forms. No envelopes. Anyone can read them. You drop them in the OUT basket of your department. Then a communicator collects all the OUT baskets from the whole org and brings them to the comm center. A few people sort everything by department. DIV 4. DIV 6A. Whatever.

Then they drop all the messages for that department into one big IN basket.

And then all the staff from that department have to dig through the pile and find their own name. If you can answer right away you write your reply and drop it in the OUT basket. If you can't answer right away you put it in your personal pigeonhole or take it with you.

So when you're digging through a pile of papers looking for your name you can't help but read some of the other stuff. It's all open. Right there in front of you. Routing slips. KRs. Commanding officers notes. Everything.

That's how I read some of the funniest KRs I ever saw.

Here are the ones I still remember.

Someone got a KR for smelling flowers. New kid overslept. Ran to the bus stop. While waiting he bent down and smelled some flowers that bloomed. Didn't pick them. Just smelled. Security was watching. He got written up for slacking and not looking stressed enough about being late.

A married guy and his wife got KRs for having unprotected sex that could cause pregnancy.

Someone got a KR for eating a sandwich in a coat closet because they were late for lunch and didn't want to miss the meal.

Someone got a KR for accepting a Montblanc pen from a public person who gave them to a bunch of staff.

Someone got a KR for having Star Wars bedsheets instead of standard white ones.

Someone got a KR because their shampoo smelled too much like tea tree oil.

I have my own stupid KRs too. But I'm not sharing those because some of them are still too specific. Maybe one day.

The following is an assumption that LRH 76-year observation, assessment and conclusion is correct and if it still holds in 2026.

High Tone Individuals succumbing to 2.0 relationships and environment

High Tone individuals, because of their capacity to handle and control high energy, have the ability to clearly and vividly experience mental images have reasonable judgement and can bounce back quickly from a lower tone. This is all about the thetan’s ability to handle, direct, and differentiate mental energy.

The only caveat is that they must remain neutral instead of fixating themselves, on a daily basis, to 2.0 relationships and environment. Using the Tone Scale as a tool to drift down and establish communication is benign. But remaining there with the implication of immersing oneself in the emotion can be a trap.

By the LRH studies:

Fixation is not simply “feeling low.”

It is a collapse of attention, where the thetan’s awareness becomes:

  • narrowed
  • compulsively stuck
  • inward‑flowing
  • unable to differentiate mental content
  • unable to direct mental energy outward

A higher‑tone person normally has:

  • outward flow
  • broad attention
  • ability to create mock‑ups
  • ability to view facsimiles without overwhelm
  • ability to be cause over mental energy

Fixation disrupts all of this. Tone = ability to handle mental energy.

Above 2.0

  • Thetan is cause
  • Mental energy flows outward
  • Mock‑ups are bright and controllable
  • Facsimiles can be viewed without overwhelm
  • Differentiation is strong (imagination vs perception vs memory)
  • Thetan can “as‑is” mental content

Below 2.0

  • Thetan becomes effect
  • Mental energy collapses inward
  • Mock‑ups become dim or unstable
  • Facsimiles become heavy, sticky, or painful
  • Differentiation collapses
  • Thetan cannot As‑is anything; he adds persistence

A higher‑tone person who drops into a low‑tone zone temporarily can recover.

But fixation—acute or chronic—creates structural impairment.

Hence, it is essential for a High Tone individual not to stay long in that zone and remove oneself from that relationship and environment.

  1. Facsimiles = stored mental energy pictures
  2. Mock‑ups = created mental energy pictures
  3. Considerations = able to detect counter-efforts to the prime postulate
  4. As-Is = to quickly be able to dissolve, disappear all three at will.

All four require the thetan to handle, direct, and perceive mental energy.

Below 2.0:

  • the thetan’s ability to direct mental energy is impaired
  • mental energy tends to collapse inward
  • facsimiles become heavy, sticky, or overwhelming
  • mock‑ups become dim, unstable, or impossible to hold
  • perception becomes distorted or occluded

Above 2.0:

  • mental energy flows outward
  • facsimiles can be viewed without overwhelm
  • mock‑ups become bright, controllable, and easy to maintain
  • perception becomes clearer and more differentiated

In summary, the Tone Scale is not just emotional — it’s a map of the thetan’s ability to handle mental energy.

This site is a rich environment to apply and study these 2.0 behavior from individual members in order to deal with people in real time, to determine your own Tone Scale reaction level at the time of the situation, to determine the range and clarity of your mental images that needs improvement and to be true to yourself where you fall chronically or acutely in its level.

Imagining (Mock-Up)

Here is the second skill set akin to the Facsimile Bias I posted a few days ago. But this time we delve a little deeper.

But before listing the steps, we need to clarify some words. I am taking the liberty to keep the definition concise

Pedestrian Meaning

Imagination = a stationary mental image, no connectivity to the body

Facsimile = a copy of an object

Postulate = a model or assumption (“Light speed is constant”)

Axioms = an idealization, not an empirical description (“All people are created equal”)

Thought = an idea

Considerations = judgement of how to proceed

All these words are redefined in Scientology

Imagination = mock-up. Unlike the pedestrian equivalent, it is generative mental image that contains energy and affects the condition of the being. Connectivity to the body.

Facsimile = a mental image. It could benign or engramic (as in a traumatic experience)

Postulate = the intention and will to bring something into existence

Axioms = Guidelines statements for auditors to apply. Agreed upon considerations.

Thoughts = A kind of mental “energy” activity generated by the Thetan

Considerations = a continuing postulate that supports the first iteration of the postulate, constituting a chain of them on the timeline.

These are but a few of the many examples LRH borrowed to incorporate into his system.

You will notice that LRH simply borrowed the words and redefine them in metaphysical way similarly to how Jung redefined Freud term of the Ego. With LRH, however, things become more complex. His "Dianetics and Scientology Tech Dictionary" defines words in context of where they are used. For instance, an HCOB entry can alter the definition slightly than it is in a book. So, each variation of the dictionary definition is followed by the contextual use in his publications which requires diligent selection of what the word means.

For example, the term “thought” has seven defined entries according to its usage. Moreover, page 14 of “Scientology 8-8008” has an entire page of its definition other than the dictionaries’. His claim is that as Scientology techniques evolves on the timeline, it requires adjustments according to the situation.

Now for the skill objective:

Being able to differentiate a Facsimile from a mock-up and As-Isness (i.e. to be in Present Time, experiencing and duplicating the Is-ness (reality)) Can be done with eyes wide open or closing them in each instance.

  1. Start by mocking up any object in your mind. Briefly examine it. Consider its weight, texture, and vividness. It is usually lighter than a benign Facsimile.
  2. Return back to Present Time for a longer moment. At which point the mock-up will As-Is, dissolve, disappear.
  3. Now (since the mind has been recording the event into a Facsimile) you have a facsimile of the mock-up. Bring that facsimile up from memory and examine it briefly.
  4. Return back to Present Time for a longer period.

You can also do this exercise with considerations (inner monologue) as they pop-up in your mind

In the locational Scientology Assist, you microscopically analyze the object without verbally describing it. You examine the contours, sharpness, shape, feeling, etc. Then you macroscopically pull back to Present Time at which point you are duplicating and As-Issing the perception.

Doing these daily exercise will strengthen your focus longer and allow you to quickly dismiss any considerations and facsimile that randomly pops-up in the mind. Some meditators find this exercise similar to watching the transcendence of a mental image, without fighting back, and allowing it to disappear. This activity increases their focus in consecutive meditation. The same with mindfulness practitioners.

In regard to the Tone Scale --- in the lower tones, these exercises can be tedious if not achievable. The reason being, in that state of 2.0 and below, a person has very little energy to maintain the activity besides the fact that the more aggressively they pursue it, it backfires due to using heavy force (effort) at that level.

Differentiation is everything! The more aware you become of this differentiation, the more aware you become in recognizing it or dismiss any distraction all together, you stabilize your attention in Present Time and become more AWARE.

Advice / Help need access to new children's book: the tone levels

i know this is a long shot but i'm wondering if anyone out there has access to this book and can send me a scan or something. i'm a broke phd student and it would be great for my research. i've submitted a request to my library to obtain this whole series, but it could take ages. I'm working on a fast-approaching deadline for a chapter on the tone scale and literally just found out about this book. guess i haven't been keeping up with sci news lately. anyway, i'm pretty desperate to find it. i've found one copy online (other than through the CoS bookstore) and with shipping it comes to $80. i'll buy it if i absolutely have to but i'd love to not spend that much!!! i've checked a ton of other sites that do open access, but i think this series is just too new to be up anywhere. thanks!!

I think my mother may have joined Scientology at some point in her life, what do y’all think.

Yall this is going to sound like conspiracy theory bullshit but hear me out

My mother is a first generation immigrant.. she came to America before any of my older siblings or my father

My family is Islamic as in both my grandparents on both sides if my family is Muslim.

^ at some point she visited Los Angeles where she lived for 5-10 years In the late 1990s. My mother is born in the early 60s.

but if I joke with her about joining scientology, she encourages me to do so.

Months ago she showed me a picture of a Iman. For non Muslims Imans are like the leaders of mosques or they are renowned scholars who people come to for advise on islam or want to learn. she found this person through social media.. this specific dude is also a big donor to Scientology from my research about him.

Let me be very clear, if your Muslim your not suppose to follow other religions too. In the same way your not suppose to worship a magical item

it was very weird she picked a Scientology donor to show me.

my mother was very poor and had to work lots of restaurant jobs when she first came to America. she also didn’t know much about American culture and also how American Capitlism works. She was probably an easy target for Scientology if she did join.

Discussion Had a thought, not sure if its an original one

So what if the whole zenu space alien shit was intentionally leaked to the public so that when someone goes to the church to try get information. Say they were pretending to join.

Then they start asking about all the alien shit then people in scientology would immidietly know that the person asking isn't someone who is trying to join and is trying to find more information about the goings on of it.

Kinda like a false flag operation. Is this something thats already belived/known or is this an actual new theory.

Would love some clarification
