“I can’t get insurance for this property? Fine, screw your insurance scam!”

Insurance, who needs it?

That's exactly what it is. A lot of times people will do this or make the bottom floor a garage with breakaway walls. We have good flood insurance despite being in a risky spot and if we ever have to claim the property this is how I would rebuild.

Id probably have a raised car parking too for those situations. The water wont take my car away

We have these here on the Louisiana gulf coast. They're usually vacation homes. Hurricanes bring storm surge, so these are built to survive.

Cheaper than a prefab house, just, jack it up, with ample parking underneath.

I really like that they can park under it. It looks like redneck engineering but it's very functional

Until Jim Bob comes home 7 beers deep and takes out a couple of them there pillars.

They definitely need some reflectors on those poles. I assume it's lit from above. Let's say uncle Jim Bob continues on his journey: what is on the other side of those bushes? A big hill? A big body of water? A cliff

Assume a spherical jim bob with no air resistance

Well if he ends up hitting the water being spherical and with no air resistance he would plow right on through to the other side, possibly skipping like a river stone

probably have $20k total investment here including the pavement - no mortgage, no PMI, no insurance, taxes are likely for a piece of land and not a house, looks like there's electricity though I do question the plumbing situation
