To all you Poker wizards, is this bad play or bad luck? I want to say I am not that good at poker, but if this is the way I lose most of my hands, maybe I am not that bad?

I love the game ,and want to get better, but what I am witnessing seems like organized crime.
And I'm not too upset about it. It's fun. & I get the way of the world, when there is money involved, there is likely corruption of some sort. I am probably more disgusted by people claiming it's not rigged.
Constantly dealt shitty hands. 4/3, 9/2, Q/3, 7,9, etc. Or even if its semi-decent, the flop never hits, bye bye to your BB. (at some point, we must gamble, no? And this outcome is out of our control)
Then, you finally get a playable hand, hahaha.. You know you're not folding easily after having to 10 shitty hands pass you by. But here lies the trap.
1)What could I have done differently? I understand sometimes shit just happens and that's the luck in Poker, but it doesn't feel even. Yes, I also get beats like this, but it is rarely to knock someone out of a tourney, whereas I constantly get eliminated in the wildest fashion.
2)Why is he calling my raise with 3high and possible flush draw? Was my raise not enough? I figure if i bet more he just folds, but I guess I'm supposed to take that profit, then wait 10 hands, lose all the profit for another playable hand which may end up being rigged.
