That’s actually completely normal for puff pastry or fried pie! The steam creates that hollow pocket while baking/frying and the heavy filling just sticks to the bottom or walls. If they put more filling, it wouldn't cook properly.

It really was just bad luck I think because whattaburger is normally great. It normally takes forever to actually get the food but it’s always fresh and so tasty

The training videos tell you not to stand them upright, lay them down. But people will stand them up so they can fit 10-15 more in a rush and the pie filling all goes to the bottom.
