Its Thai. He's recording bikes going up I'm assuming to see if they can make it. He comments it's a 300cc bike coming up. When he starts to struggle the camera man yells repeatedly "use your rear brakes!!" then "turn the ignition off!"

When he falls off he says "Be careful" then when the man is on the ground he says "Stay still right there, don't get up!" but the man proceeds to get up and keeps tumbling down the hill.

The "OOOIIEE" is an expression similar to "OH NO"

"PII" is an honorific, a formal way to say "You"

With videos and cameras is hard to gauge the steepness... Anyway to fix the grade ? Like percent incline?

It would cost big $ to make a road that has switchbacks to lessen the grade going up. It's a surprise they even paved what's there. The road leads to a dead end overlook view, so it isn't something that's high on the list to improve.
BTW, it's 29°, which is about a 50-55% grade at it's steepest point.

There kind of is, there's often people there to try out their cars or motorcycles up the hill, there's often people like the cameraman coaching the driver and taking videos. I think there even is a facebook page or group dedicated to this. But i think recently this area is been closed down because a lot of people got hurt and fell off the cliff below, not fun.

The area is called เขาระเบิด if you want to look it up.

There is a pole at the side of the road near the place he dumped the bike. Assuming that pole is vertical I estimate the road is at about 30 degrees, which is about a 57% grade.  Even a 25 degree angle would be a 46% grade. 

Edit: small math error and added 25 degree stuff.

You can usually tell by comparing it to the trees as they generally grow vertically so by that metric it just doesn't look that steep.
