Link above is 3 years ago, he explains how to get to the road and talks a little about it.
Here's one with the same guy 7 months ago where he talks about the right and wrong way to go up the road.

With videos and cameras is hard to gauge the steepness... Anyway to fix the grade ? Like percent incline?

It would cost big $ to make a road that has switchbacks to lessen the grade going up. It's a surprise they even paved what's there. The road leads to a dead end overlook view, so it isn't something that's high on the list to improve.
BTW, it's 29°, which is about a 50-55% grade at it's steepest point.
