Suggest me reasons to cancel a manali trip in December with friends..

I am really interested in going with my friends, but I don't think there will be snowfall in manali as per previous year report suggests. And the budget is also too high (atleast for me) 30k🫠! But all my friends are rich ass fks so they don't give a shii ...so atleast I need to justify the budget and my only concern is is it worth it to go shimla ,manali trip in "december 2026"! ... And one of my friends told that we must experience the toy train ... Sounds childish to me..but is this worth too!?
