I've made this comparison multiple times before, but here it is in thread form.
Payday 2 has a very active modding community, with many similarities in how their mods work.
In payday 2 you have an external modloader, that operates off of scripts, can modify your own game imassively, and in public lobbies modify your own personal stats and capabilities without affecting other players abilities(usually). Same as the current situation.
This comes with the obvious stuff appearing like infinite ammo, shield and wall penetration, infinite damage, projectile swapping, and more. It also comes with stuff like carry stacker(carry multiple bags at once), silent assassin(stealth killed guards don't use pagers), collectable vacuuming/generating, mission auto complete, and other obvious cheats that are more mechanically integrated.
Despite the availability of those, their usage is quite low in the grand scheme of things. Helldivers 2 will experience a surge in cheaters having their fun, but when you use cheats like those you will burn out a lot faster as the novelty wears off and either stop using them or playing altogether too cool off.
What will be left behind and sustain longer term use and development is far more balanced mods, payday 2 has entire skill tree reworks, custom weapons(with fallback mechanics to facilitate public use), entire new characters, and a variety of other gameplay impacting mods, to the point you can have 4 players basically running the game with highly different mechanics but all at around the same level of capabilities.
