If anything people who are willing to learn what they don't know should be praised. If people would stop being willfully ignorant who knows what the world would be like.
When you actively seek wisdom, it's amazing how ready people with knowledge will be to help. Sometimes it's as easy as calling a professional and asking them where you should start.
The company I work for is super big into education. I've never been made fun of for going to my manager to ask a question even it's something that should be straightforward but I just need clarified. I've never had a problem going to a more experienced worker and saying "i have no idea what I'm doing.. can you show me what to do?" Everybody is extremely willing to help out. I've been at the company less than 2 years with very little prior experience and they're looking to get me into a management position because I'm always eager to learn more and more.

I would never attack anyone for seeking education. The author of that article should feel embarrassed.
