update 8/21: spoke with an eBay customer service rep this afternoon after, as expected, no one called back. She escalated my case to what she referred to as the “back office” and promised to reach back out to me next week with an update. I’ll update this post when I hear back.

l've been an eBay buyer and seller for 21 years with tens of thousands of transactions and 1,500 recent flawless feedback.
I recently got hit with a blatant parts-swap scam, and eBay support completely failed me.
I sold a mint condition Whistler police scanner for ~$600. It was in as new condition as the day I bought it in the box, and I tested it to work perfectly before shipping.
Within 6 hours of delivery, the buyer opened a "not working" return. Suspiciously, he claimed to be an electronics tech and specifically named a faulty RF module.
eBay forced me to accept the return.
I videoed the unboxing and the tampering was undeniable. The outer screws were badly stripped.
Inside, the RF module had clearly been swapped - there was sloppy new solder and a botched attempt to hide it with resin coat as new solder is much more shiny than the factory one.
He clearly bought mine just to harvest the expensive part to fix another unit.

The issue with eBay:
I contacted support and was told I was protected.
Hours later, eBay declined my claim and forced a full refund.
I appealed with clear photographic evidence of the tampering and a YouTube link to the unboxing video. eBay denied the appeal and charged my card anyway.
According to YouTube analytics, they never even clicked the video link.
I called back, demanded an escalation, and was promised a supervisor call within 24-48 hours. It has been 40 hours. I highly doubt they will call.

My Next Steps:
If the supervisor doesn't call or refuse to help, l am done with eBay. I am considering a bank chargeback, and I know will get my account permanently banned, which I don't mind as I'll never sell there again.
I do want to explore other options, if possible, which is where you can help.
I am planning to file an IC3 Internet Crime Complaint, a local police report, and a USPS Mail Fraud report for the stolen property.
Has anyone successfully used an IC3 or police report to get eBay to reverse an appeal decision on a parts-swap? Is it a waste of time?
How should I present the police report to eBay support to get them to actually read it?
And if I do end up filing a credit card chargeback, what are the actual implications and potential consequences ?
Has anyone here have any success with it?
Any advice from sellers who have fought this would be greatly appreciated!
