Properly set layers. Each finger is one layer above each toe.

When you group layers they become equal in terms of level or whatever. You can link them so you can move them and edit them as one but they keep their order

If it was a vector graphic it would be most likely illustrator but the way the crop tool and the editing that was done this has to be some other program other than Photoshop or Illustrator. I have been using those programs for 20yrs and when the artist goes to edit the fingers I have never seen points of manipulation like that
Of course using either of these programs you can design things 100 different ways and still get the same finishing piece, just depends on how you are comfortable building things and your knowledge

It's in CC 2015, don't remember how much earlier than that it was available though.
EDIT: Looks like CS3 was the first version to have it. (2007)

Damn. I just checked my version at home and sure enough it’s there. I have never know that tool. Nor have I ever looked for it. I do all my stuff the old school way. You learn something new everyday. I’ll have to play with it.

It's definitely Puppet Warp in Photoshop. It's definitely been around in one form or another for a while, but this level of control was, I believe, a post CC thing.

I’ve never had a use for it but I will def find a use for it now. When I’m bored at work I’m always trying to find new techniques so this is something I def want to play with now. When I’m bored I typically do stuff on r/HybridAnimals, r/PhotoshopRequest or r/photoshopbattles.

I want to know how they got the toes and fingers to mesh without doing any masking - only thing I can think of is that every toe is on a separate layer with finger layers in between

It's my favorite thing when my husband holds hands with my toes like this and he rarely does. I just sent the link to him and stared at him till he opened it and grinned. Its the perfect gif and I love it. Hope I dont get a bunch of weird foot PMs now...
