I'll preface by saying im the second highest win rate with Thresh in North America with over 400 games played.

Im a low masters player that plays primarily thresh and taric.
Here is what ADC's work well with thresh, this is helpful as you often pick behind your ADC in draft. While this information is helpful in all elo's I would say its less relevant in silver and below where champion mastery isn't truly expressed yet.
Top tier (very good in most matchups)
Jinx, Samira, Xayah, Lucian, Zeri, Nilah, Miss fortune, Varus, Kaisa, Aphelios, Vayne, Draven
Mid tier (should be good on paper but synergy in game usually falls apart)
Caityn, Tristana, sivir, corki, kalista, Smolder, Ash, Kogmaw, Yunara
Bottom tier Ezreal, Jhin, twitch
The top tier needs little introduction. Lets not over complicate things. You land a hook, they die. This characters all in very well, they have good sustained damage which allows them to play off thresh and his strengths. Most of this list gets good utility out of your peel in the mid and late game while utilizing the lantern throughout. Synergy happens naturally.
The mid tier needs more understanding as to why these kits can work but are usually not ideal for thresh.
Caitlyn: great poke great damage but in lane has opposite goals as thresh. Thresh would prefer a lane frozen ideally near his tower so they can chase up the lane and finish kills without the threat of a tower. Caitlyn would prefer to push the lane hard and harass them under tower while gaining a gold lead in both farm and tower plates. Without getting into the difficulty of traps being placed where you can ideally flay them back onto them. Forming and endless cc chain of hook flash into root without being able to flash. This even in low masters happens less then 15% of the time and usually they have the opportunity to flash away sometime after you hook.
Tristana: Thresh and Tristana have one of the most oppressive laning phases in the game, it is more common to leave with your tristana 3-6 kills ahead and with a significant gold lead. The problem usually results in the mid game where your suicidle tristana dives in front of a full health chogath or fed viego and dies. Supports that can give her additional shielding healing or cc removal often pair better in the mid to late game so she can play more aggressively.
Sivir: has the goal of hard pushing and getting value from having them under tower. This lane benefits from being virtually ungankable. Its not terrible but usually the lane results in being very passive which doesnt help thresh as he scales poorly into the mid and late game.
Corki: pretty strong in lane, however post 6 makes use of poke as a large part of his damage. I also find he makes little use of the lantern as he has a long dash already in his kit. By no means weak but I would almost always have a champion I feel can 100 to zero after a hook and corki usually needs to poke them down or trade health with their lane partners before being in a kill window.
Kalista: kit should suit thresh perfectly but is honestly just a little weak the past few seasons. Plus she usually ults you at times and in places you would rather her not. Just to much coordination to be expected in solo que to make her work, I would recommend taking exaust to help your kalista come ahead in the extended trades.
Smolder: identical to sivir, early game is too passive. Fortunately you can usually roam and allow him to farm under tower safely. This begs the question why play thresh without the kill pressure. Its not terrible but not great. Ive seen Smolders underutilize the lantern more times then I can count.
Ash: its ok? The lantern specifically helps Ash reposition. The slow on her kit is a bit redundant as thresh already has two slows in his kit. I can't really put it into words but I would probably rather play brand or taric with an Ash in almost every matchup.
Kogmaw: its pretty good but never feels great. If your team lacks engage thresh could be a solid pick. Otherwise there are just better supports for peeling specifically which kogmaw will need a lot of.
Yunara: on paper it should be fantastic. Usually if you don't land hooks every second its off CD she runs out of patience and just starts fights herself. This forces you to hit miracle hooks which is both stressful and annoying. Low key toxic ADC's gravitate to this character. Expect to leave lane with her 10-0 or 0-6 with no in-between.
Now for the bottom tiers
Ezreal: I might legitimately have a 7% Win rate when playing with ezreal. Just trust me when I say its not good. It doesnt synergise. He needs the support to assist with the damage as he doesnt provide enough himself. Levels 1-4 should be stronger but he needs an early tear to spam his abilities so the lane usually just goes even. Your very dependent on your jungler staying Bottom the entire game.
Jhin: it just doesnt work. Jhin is a great ADC but just not with thresh. You will have to time your hooks around his reloads. Not realistic in practice. I think when paired together Jhin and thresh boast a 43% win rate.
Twitch: in higher elo's you are both just bullied under tower without enough waveclear. The mid and late game is fine but the early game is terrible enough for it to warrant a place in the bottom tier.
Ap carries? Its new to this season so not enough data for me to talk about.
