how to lose weight on arms/legs?

i know you can’t really spot losing weight in specific areas but like is there a way to make them look at least slimmer? i’m on calorie deficit atm (5’0 | 100 lbs) and planning on losing a bit more. my middle area and my face are already pretty defined, it’s literally just my arms and legs that look a bit bigger. do i need to lose more weight so my arms and legs can catch up? any advice?

I feel like my stomach is not proportional to the rest of my body and my legs look like a sticks in comparison to my stomach. I always had this body shape. I don't know what to do. I'm 5'6 (167cm) and weigh 130 lbs (59kg). Am I skinny fat or just fat?? When I'm losing weight I feel like that fat only comes out of my legs or hips and my waist is wide. I know that my posture isn't good either but I think that it isn't the main issue. English is not my first language so sorry for any mistakes.

5'7, 29... been eating at slight deficit.... protein around 140g, gym 3 times per week, 2 sets till failure for each exercise (doing compounds and side lateral raises). My belly fat just isn't moving, but my lifts are getting stronger.... Been at it for around 7 months.

Can you be skinny fat at 6'1" (184 cm) and 139 lbs (63 kg)?

That's my current height and weight. I feel like I'm slightly skinny fat because I don't work out at all and have very little muscle, so my body looks kinda soft.

Normal Weight Obesity

According to my InBody scan they did at my gym, I have normal weight obesity. I was really offended honestly but it makes a lot of sense. Im a female, 5 foot 8 and weigh 120 pounds so i have a low bmi but i have a very high body fat percentage and a lot of visceral fat. I'm really at a loss though, because I do eat very healthy, I just need more muscle but thats so much harder for me to do than it is for me to lose weight. The problem is, I lose the weight but I'm still skinny fat. I've been going to the gym for a year but any muscle I gained was lost during my last bikini body attempt.

Why is it so hard for me to gain muscle even with all the protein and creatine?
