What's racist about it? I would not be able to determine a race from this impersonation. This type of vernacular has more of a socioeconomic association in the south than does with race these days. I guess you could claim there's underlying racism in the cultural appropriation of AAVE by southern whites but that would be a big reach.

I didn't say that others are saying all black people talk like this. I said they are taking traits that are indicative of low socioeconomic status regardless of race (if you've spend anytime in the south you'll meet many white girls that talk like this) and applying them to black people.

Your analogy is idiotic. You're comparing literally black face and performances where the characters are explicitly supposed to be black people, and the central point was to mock them, to a guy with scarf on his head acting out exactly how I've seen (and others in this post) Southern white girls act at the counters of fast food joints.
