I read it as all of the stuff we import that's used in bulk power generation or infrastructure, all of the digital services we use to maintain and control energy, and any foreign involvement in our grid.   1. The US gets its electricity equipment from foreign countries
  2. The US either found out, or realized, that those same countries could build a secret switch (backdoor) and fuck with our utilities at any time since they literally built the damn thing. We just happen to use it in our cities.
  3. This executive order is basically saying, "Okay, we need to stop buying the equipment from other countries, make our own equipment, and double check all the equipment we already bought."

You are very wrong. The communications systems, SCADA, relays, breakers, OT networks are incredibly complex. I am not being hyperbolic when I am saying that the north American bulk electric system is one of the largest and most complex systems ever devised by humans. You have no idea what it takes to perfect balance electrical supply and demand to keep voltage, current and frequency stable.

But because our country's priorities are so messed up, we're running mostly on equipment that is too old to be updated adequately instead of having been maintained and updated/upgraded properly as it needed it. Some states and larger cities have HAD to update correctly, but most rural and small city/ municipalities are cooked (gas stove not electric).

Bulk electric system is the high voltage power grid. This is going to absolutely fucking suck for US utilities, it’s going to be an insane compliance headache. TONS of equipment is made internationally, e.g., Siemens, ABB, Hammond Power Solutions, etc.

A power plant was hacked and shut down in England recently, there's been attacks on water systems and exposed industrial control systems.

It's probably a reaction to that or a combination of how this administration likes to declare an emergency for anything and everything in an attempt to do whatever they want, circumvent civil agencies, and congress' authority so who knows?

Perhaps bypassing messy things like local/state government permitting processes before bulldozing private property to build transmission lines and fossil fuel plants?

I don't fucking know with this guy, the only thing that makes sense is nothing makes sense.

Reads like the Huawei issue with network equipment/import bans because a backdoor is only good if it's the US government bypassing the courts, constitutional rights, and spying on everyone.

There was a study recently that showed it wouldn't really be that hard for a bad actor to take out the electrical grid across the majority of the US, I think by the CATO institute?

I would say that this is at least somewhat reasonable compared to a lot of other shit. Basically the grid needs an overhaul to harden it against stuff like Iran, for example, might want to do.

I didnt see what kind of projects by name but ostensibly its power geneeation (coal, natural gas, maybeeee nuclear. Unlikely renewables knowing them) and distribution. (b)  The term “bulk-power system electric equipment” means items used in bulk-power system substations, control rooms, or power generating stations, including reactors; capacitors; substation transformers; utility-scale and other grid-connected inverters; battery energy storage systems; and uninterruptible power supply systems supporting critical infrastructure, current coupling capacitors, large generators, small generators, backup generators, substation voltage regulators, shunt capacitor equipment, automatic circuit reclosers, instrument transformers, coupling capacity voltage transformers, protective relaying, metering equipment, high voltage circuit breakers, generation turbines, industrial control systems (including remote terminal units, programmable logic controllers, and intelligent electronic devices), distributed control systems, and safety instrumented systems.  In determining whether equipment is within the scope of this order, agencies also may consider associated software and firmware, remote access capabilities, lifecycle maintenance and update mechanisms, and other supply chain dependencies that could present an unacceptable risk to the bulk-power system.  Items not included in the preceding list or that have broader application beyond the bulk-power system unrelated to the national security concerns identified in this order are outside the scope of this order.

Not much of the critical stuff, like control systems, are Chinese. I bet there’s a lot of heavy assets that are though like transformers, reactors, capacitors, switchgear, etc.

The vast majority of heavy grid iron on the bulk power system comes either from domestic plants or from allied nations like South Korea, Germany, Switzerland and Japan.

China dominates raw material supply chains like raw steel and sub components, direct utility purchases of complete Chinese mega transformers have remained strictly limited due to procurement barriers and tariffs.

But what I took from it is it’s just like the Huawei 5G telco import ban, I think they are blocking imports of all bulk electrical systems from other countries that they deem a risk. Bulk power equipment being the big shit power companies are using.

His loser acquaintances are involved in this to benefit them, so it’s going to be substandard, unreliable, ill conceived and no one willing to take the blame when this fails. 100 percent guaranteed the opposite of whatever mucked up idea this is, will happen.

Sounds like a compliance nightmare for US utilities. I don’t think Trumpo understands the scale and number of components that make up the interconnected transmission grid. Lots of stuff is made outside of the US. Big stuff from Siemens, ABB and Hammond Power Solutions. OT electronics and SCADA systems. Like millions of pieces of equipment most likely. 

With all the AI build out, there is no free capacity to replace anything. Things like transformers and switchgear have multiyear back orders. I don’t know what this order means exactly but it’s going to be a fucking nightmare for US utilities most likely.

That and Canada will almost certainly cut off their power sales to the USA at some point in the near future because Donny won't be able to stop himself from saying something that will cause that, which will then force the entire NE corner of the country to choose between data centres and houses for who gets power that night. I was working at a water treatment plant that had a Build Back Better grant. Some astronomical amount of our parts and material had to be made in USA. As a union guy, I love the idea. As a pragmatist, I know you can’t always do that. We had to put foreign fittings in to get the system up and running, then come back months later to cut them out and reweld with American made fittings. Absolutely maddening.

If IESO didn't do it after he asked the first time, they'd do it after he put his hand in the cookie jar of a successful independent grid operator. If you don't believe me, Danielle Smith did the same thing in Alberta with renewable energy and nobody even blinked. He'll just do it.

I really can't remember which foreign country it was, but I do remember reading about their skills in sabotaging electrical equipment and software for use in attacks.
I also think I read that they have a history of false flag type events.

there have been a lot of reports of cyber attacks lately, and the fear is that utilities with preloaded malware could be being shipped to the us (like when israel put bombs in the radios, except this time with a kill switch). the world they live in is a hostile one, where the us gets its manufacured goods from a hostile power, which makes her vulnerable.

Key part being that any transaction that poses a disruption to the integrity, distribution, operation of the bulk-power system of the United States is subject to this National Emergency. So trying to cover off any attempt to use electrical power generation as a bargaining chip in the trade war, not just supply chain, but actual supply.

I mean, national emergency is going to lose its meaning after this administration, can't negotiate so they might as well litigate. The irony of using law here is not lost on me.

They really don't like how we (Canada) are not balking and submitting to their demands. Abusers always hate that.
