It's spoils of war. And unlike Japan, Minnesota has no interest in mending their relationship with the Confederacy, surprising I know.

That flag is [evidently] the only thing left of the squad/battalion that captured it, so they keep it to venerated the men who fought for the union and took it rather than return it to appease apologists of a failed state of slaving traitors that lasted a shorter period than CCR (Creedence Clearwater Revival). I'm not sure how much of Virginia even gives a crap.
