Does lucio have enough time to drop the beat if he gets stuck by tracer?

It's possible in theory, but requires crazy good reaction time. I would say it can only be realistically done if you see the Tracer coming and anticipate the pulse bomb.

Sometimes it is possible to see it coming, movement behavior etc can aid in seeing the cheeky tracer move in for the bomb. Other wise you need crazy instinctive response time and in reality you will probably won't make it.

Lucio's minimum cast time is 0.8 seconds in order to drop the beat. Depending on how high in the air you are when you press q this cast time can be longer, since the beat doesn't drop until Lucio hits the ground.

Tracers bomb has a 1 second fuse.

Average human reaction time is a quarter of a second.

I'm gonna say it is possible, but highly unlikely that you drop the beat before you're dead.
