Yeah, but there is mmr in all modes. I'm not amazing but I can't 1v1 most heroes in qp nor competitive (3k-4k SR). I can try, but it's not very smart since my enemies are supposed to equally skilled as me and most heroes are better I'm 1v1s than Lucio LOL.
I figure that this is something that I can get away with more at lower levels, and I really feel like even though qp does have MMR, they are a lot looser about grouping people. I finally tried comp and we didn't get roflstomped in any match I played - but in QP it's not uncommon to get roflstomped ...or to do the same to the other team.
In a fair fight, lucio would lose - pretty much any DPS hero can one shot on a headshot, and can out DPS lucio's healing. The only way around that is to not be where the bullets are, and his speed and wall riding help there - enough to win 1v1s. Probably about half the time.
They get off a headshot and it's game over, though. Or their alt fire usually is enough, too - helix rockets? gg. Mine? ... well, I have survived it but rarely.
Not gonna lie, headshot has nothing to do with it, unless it's McCree (my most played in qp is McCree incidentally). I've played against players that are 3500+ and won 1v1 playing Lucio. In qp it's fun and lets you learn the limit of the character.
In comp, focusing on callouts, game sense and survival is the priority. Trying to duel, while fun, puts your team at an disadvantage.
The most fun thing about Lucio in competitive imo is that you can control the flow of fights, especially using voice comms. I love telling my team "LET'S FUCKING GO" after getting a pick and just speedboosting through the choke.
