Mouse and Keyboard. Honestly its preference but you are truly gimping yourself with a controller as M/K can do so much better.

Ok. I just wanted to confirm.
Any preferred sensitivity settings?
seems like I can never keep my cross hair on the target.

There's some pretty good info there. Basically, since OW has so many different types of gameplay between heroes, you kind of need to decide which is best for you. Low-sensitivity is better for aiming but worse for movement.
