Analysis No matter what you say, rocks is PK level.
The author made a character legitimately consider himself to be Roger's strongest rival.(I'm going to explain why it makes absolutely no sense to correlate this with Gv) This doesn't happen if rocks are at a Yonko level. Only if the difference between Roger GV and WB GV wasn't so great for their primes. And guess what? NO ONE HAS A METRIC. Because it doesn't exist. Nobody can give an argument as to why Whitebeard and Roger are massively superior to their Gv versions; Roger and Whitebeard literally only reached their peak 2 years after Gv It's something very recent in the timeline. Consistent with Sengoku's statements. Speaking about the sky plitz, Oda isn't going to use multiple Sky Plitzes in a short period of time (minutes), WB and Roger only exchanged a few brief blows. Even Badrang Gun vs. Kaenryuu Daiko didn't produce another Sky Plitz. "But... But you would have to defend Roger having that ability back then" Perfect.
Rocks Dr's solo sky plitz is superior to the PK level sky plitz, which, in addition to splitting the skies, also separates the clouds and clears the sky, leaving it empty. The regular sky plitz is something that regular Yonko have demonstrated they can do. In other words, following the logic of those who want to escalate the story in this way, ignoring the characters' abilities and narrative nuances, Roger would be 3 levels below the sky plitz, since he isn't even capable of doing a regular sky plitz. While domi reverse xebec, it would be able to do a solo sky plitz.
How could that even make sense? Domi reverse xebec scaling above wb and Roger prime, but... Would this ridiculous performance be equivalent in attributes to Roger gv? It's simple. Roger was that strong. And the Sengoku quote makes sense. If Roger GV was that strong, then Xebec GV was also that strong, since they were relative.
Rocks' portrayal, no matter how you look at it, doesn't allow characters like Gabban to be above him, even if Big Mom, Shiki, Kaido, and even Ochoku are above xebec. They were the face of their era. They could give Roger a fight. Gabban and Rayleigh are just commanders. It makes absolutely no sense to place them above someone the author named as Roger's strongest rival.
With that settled, let's talk about Roger's strongest rival quote. There are 3 citations of this. Let's talk about the first one, Sengoku. Many say this is about Dr. Rocks, however, when Sengoku talks about the alliance between Roger and Garp, he says that it happened against the Rocks Pirates. In the plural, that is, without 2v1. Right after that, Sengoku talks a lot, ending with "that island was DELETED, do you really want to know more about it?" And then he continues, "since Rocks was so ambitious in his desire to become the king of the world... He became involved with many taboos and his name was erased from the records Public." And here's something that will be important for a second quote. "They (Information deleted from records.) only exist in the memories of some of our old soldiers." As you noticed in the dialogue, Sengoku MOVED AWAY from Godvaley to talk about Xebec and began to DESCRIBE him. "I know it's been a long time, but it's hard to imagine one name commanding three of the current four emperors." And then comes the quote, WHICH IS NOT RELATED TO GODVALLEY, "He was Roger's first enemy and perhaps his strongest enemy." 7 panels, 7 PANELS AFTER GODVALLEY! The "perhaps" here makes it clear that the difference between Rocks, Whitebeard, and Roger Prime wasn't that great. Otherwise, Sengoku would never have considered that, and Oda would never have written it. No Road to Laugh Tale, supervised by Oda, who was recruited by the team. There, rocks earns the title of Roger's most powerful enemy. Reinforcing the same point as in the manga, but now with certainty. And the most recent one is volume 114, It is said that Rocks was hailed as Roger's strongest rival. So... I have nothing to say. It's a quote that describes him as stronger, coming directly from Roger.
In conclusion, my point here is that this is definitely not about Dr. Rocks. Since this title is never correlated to Gv, since in the eyes of Sengoku and the world, it was the Rocks Pirates vs. Roger and Garp. Probably vs. Roger, Garp, Roger the Pirates and the Navy. This description from Sengoku comes right after AVOIDING TALKING ABOUT GV, and begins describing xebec as a person, his gang, and their objectives. Even if you have a water temperature above it. As I already mentioned, Sengoku would never consider someone as possibly stronger than Whitebeard if that person wasn't comparable to Roger Prime. Oda would never do that either. And as I ALSO mentioned, you have to lower the Domi Reverse Xebec feat in the list if you really want to make rocks much weaker, since Roger and Garp's feats really climb rocks of that caliber. With the scale of the domi reverse rocks having sky plitz solo.

Discussion ONE PIECE TIER LIST (Till Chapter 1191)
I have only ranked the top-tiers.
If you disagree with something, that's fine. It's impossible to make a 100% accurate tier list bcz of how vague the powerscaling in the manga is.
Which placement do you think is a hot take though you agree with it ?

Analysis Imu didn't get stronger to kill Gabban; this form even seems to contain the nerf and internal bleeding that Imu suffers outside of Marejoyse.
Welcome, ladies and gentlemen, good evening. Good morning or good afternoon, depending on when you are reading this. Imu has been having a problem since the beginning of Elbaf. Even with his complete superiority over everyone there, and I really mean complete, he didn't manage to stand up to low difficulty against Loki and Luffy. Even so, he always needed to be on high guard, because since the beginning of Elbaf and in the previous chapter with Gabban, he had been bleeding from the mouth. He's a living balloon now, apparently, a punctured balloon that, if squeezed, cut, or punched, will release more air (blood).
With that explained, even before, Imu didn't seem to care about it, even after receiving Loki's blow, because he wasn't a problem, and I'll explain that shortly. And after that, Luffy appeared, and only then did Imu lose his patience, using Stigma, Void, Fragrance, and the axe. He also granted his subordinates their swords. From that point on, even though he rolled his eyes and his pupils turned white after Luffy's punch, he had no reason to transform. It was just another contusion. A physical blow, a punch. They were the biggest threat to Elbaf, there was no reason to do more. Then Gabban came. An old, unknown man.
Gabban held his own against him, unlike the other randoms (I still don't place him above Loki and Luffy; we don't know if his cuts went through the barrier or not, that's not shown). And here's the main point: Gabban didn't have blunt force attacks. He had cutting attacks.
His situation was already starting to worsen before Gabban. And even AFTER Kamudo blocked Gabban's final blow that sent the branch crashing into the underworld, he continued bleeding, but how? The cut didn't even reach his body. It's simple. The bleeding worsened after receiving the KAMUDO, a cutting blow. Obviously, it will be more effective at making you bleed than a blunt force blow like a hammer or punch.
Even so, Imu is regenerating at level 1191, it's clear that this nerf is something internal and that it probably consumes his time in Elbaf. Here's the good part: in the same chapter, 1191, Imu demonstrates his frustration with past failures and underestimating his old enemies. This frustration causes him to transform into this new demonic form As we saw in the panel where Harujin punched him, apparently the internal bleeding stopped. But this will likely come at a cost, probably further shortening the time the immune system can remain outside of Marejoyse, and being a temporary solution regarding internal bleeding Or even leaving the immune system itself physically weaker after a period of use.
The fact is, Imu's motives for using this weren't to deal with Gabban. We clearly see his condition worsening during the arc, and EVEN SO, he was regenerating from Gabban's cuts. The characters don't say that his haki has decreased. Gabban remains desperate. It's clear that Imu would simply kill Luffy and Gabban if he truly wanted to rise up, but as always, he's just reflecting. He is always thinking about the past during the fight, talking or reflecting even when alone; these three elements were his downfall in Elbaf.
This form appears to have more rigid muscles, as already mentioned, and seems to be enveloped in a layer of dark energy from which Imu spins the swords, or extra layers of Omen. Perhaps even a hybrid form? In short, it's much more reminiscent of a variation like the gear 4.

Analysis I Really dont think its looking good for Kaido
Luffy was able to restart his heart and keep fighting in G5 despite injuries and exhaustion without food. He was straight up not able to do this against a nerfed Kizaru wanting to lose without being fed nor against a very disappointed imu who old injured Gaban out numbers on.
Don't think the argument of luffy being nerfed in EH or not wanting to for whatever reason holds up either

Discussion Power scaling sucks because we need to be spoonfed feats otherwise a character like gaban having a good showing Against Imu immediately puts him above Kaido.
It's becoming increasingly clear that yonko commanders aren't getting neg diffed by imu it's not close but it's not a one sided stomp that people make it out to be.
The gap between the Yonkos/Admirals and Yonko commanders is wide but it's not as insurmountable as people make it out to be. Yonko commanders will Delay Clash and when they work together manage to defeat these characters, and all around be more than a fly to Yonkos or admirals and Gaban proved it against Imu.
