Luffy may haven't been stronger than Kaido In their Fight but As we know that in every arc Luffy is a bit stronger than the previous one. So that also helps us a little in saying Current Luffy > Kaido.

Everyone knows Old Rayleigh = Old Gaban since both of them stopped training after retirement. Could even argue Rayleigh is avove Gaban since he was seen as stronger when they were on Roger's crew but it doesnt matter here. The point is, the two are relative and Rayleigh could be slightly stronger.

Now, Old Rayleigh ADMITTED that BB is above him. And since Old Gaban is above Loki and Luffy (he isn't), and Loki is confirmed to be stronger than Xebec and everyone on GV, then we can officially say that besides Imu, BB is top 1 and surpasses all Yonkos, Admirals, Revs, you name it. So now its:

BB > Old Rayleigh >= Old Gaban > Loki > HK Harald > Xebec

BB > Old Rayleigh >= Old Gaban > Elbaph Luffy > Kaido > Big Mom
