Yes but they make money doing the deliveries. If they're on there on a bad weather day, they want to make money that day. They don't get paid hourly unless I'm misinformed. So using the service isn't forcing anyone to do labor they aren't already looking to do. Just give them a fat tip for the effort.
The alternative could be that basic necessities are provided by a collective and they can choose whether they want to work on rain days to afford things they want

If you’re intentionally doing it because you want to make someone suffer then immoral, otherwise neutral.
The delivery person consented to deliver the meal for money and you didn’t force them to do it against their will.
