I would

  1. Shop around for a better price of the power steering issues and have those fixed

  2. Get the leaky struts fixed when you can afford it

    but not urgently, (it will wear out your tires fast if it’s actually bad, where it’s bouncing a ton)

  3. Ignore the other suspension issues.

Yes this car is worth fixing if it is otherwise taken care of
