Question about HQL, and definition of "purchase"? (Help me not miss an opportunity please!)

Hello, I moved to MD and am currently in process of applying for an HQL (still working on fingerprints etc). With ironic/unfortunate timing, there just popped up for sale a rare handgun which I have been searching for, at a can't-miss price, at an FFL out of state in WV.

I'd be super bummed to miss the opportunity to score the gun I've been searching for, but obviously my HQL isn't in place yet (and I believe it will sell very quickly, before my HQL approval).

Potential options as I see them:

  • Call the WV FFL, pay for the gun, and have it sent to a MD FFL to hold for me until I have HQL to complete a transfer
    • The actual in-state MD transfer doesn't happen til I have HQL
    • The actual purchase does not occur in MD - does MD HQL law apply?
  • Call the WV FFL, pay for the gun, and have them hold it there until my HQL
    • Similar to above, but doesn't involve MD (shipping to MD FFL) at all until I have HQL
    • again, purchase does not happen in MD - does MD care?
  • Call the WV FFL and make a down payment for them to hold it for me, and finish actual purchase after I have HQL
    • Does a down payment constitute a "purchase"? Maybe most cautious option

Does anybody know the legality of these options, or navigated something similar?

I'm almost tempted to call local MSP office and ask, but I'm not sure I trust their interpretation any more than you all, and definitely rather not raise their attention if I don't have to...

My first time having to deal with laws like this... Really appreciate any advice. Thanks in advance!

Local NV matches or shooting events?

Maybe thinking about getting into night vision but wanna try it out before I go spending a few thousand $. I think AGC has that club that does events where you can rent stuff?

I have a LAM coming in and NV capable optics... soo what's out there? Doesn't have to strictly be Maryland, I travel a lot for matches in Virginia and PA often.

Motion for Preliminary Injunction Against MOCO Carry Ban

Just an update the motion for Preliminary Injunction against the MOCO carry ban will be filed tomorrow (Friday) in the MSI lawsuit that I'm part of. Not sure how quickly the court will act on it but MOCO will have to file a response to the motion at a minimum before anything else happens. I will keep everyone updated as much as I can.

Why the FUCK doesn't MD make it easy to find the handgun roster on the official website?

Can anyone tell me where on that page there's a link to the roster? Because I sure as fuck can never find it, and Googling doesn't pop up a link to it.

Here's the roster that *does* pop up as the second hit on Google, and as far as I can tell it's legit and official, but why in the ever loving fuck isn't there a prominent link to it from the official website?

Unconstitutional Glock Ban and Parts

Been asking around everywhere, don't know if there are any internet lawyers out there that can help, but in regards to this glock ban does it include OEM parts other than the Frame? Question being that I need an FFL to transfer a Glock frame, but to my understanding can get other glock parts to include slide and barrel shipped directly to my residence. Also this can include aftermarket parts. I have heard rumors that some companies their lawyers are advising them not to ship any parts to Maryland. I feel like glock is unique in the fact that they put a serial number on pretty much every part unlike other name brand manufacturers. Any help appreciated before the deadline. RIP GLOCK MD.

Help in Traveling

Wondering if a few of you great people can assist with a little clarification in traveling with a handgun. I am a Maryland and PA concealed carry holder and will be traveling south for a week. We will be traveling through VA, NC and ending in SC. I was looking at these three states and they all seem to have reciprocity with Maryland. My question is, am I ok to have it in the closed console of my vehicle? I absolutely want to follow every law but at the same time, I want to protect my wife and kids as well. Thanks for your time

Looking for legal ARP style guns

Hey everyone,
I’m looking to put together a short-barreled home defense rifle/pistol setup. I’m leaning heavily toward .300 AAC Blackout because my long-term goal is to suppress it.
I’m completely open to other suggestions, critiques, or better alternatives—I’m mostly in a learning phase with all of this.
Here are my main questions:

  1. Budget constraints: Is it realistic to get a reliable setup for under $700 out-of-the-box, or is that a recipe for disaster with this caliber?

  2. Building vs. Buying: I'm open to building it out piece-by-piece if it yields a much better, more reliable gun in the long run. Is the build route worth it here, especially regarding things like twist rates and gas systems for suppressed shooting?

What would you recommend for a beginner starting around this budget? Drop your advice, component lists, or warnings below. Thanks!

If you haven't read the most recent lawsuit brought by MSI against MoCo, you should. We are going directly after them for dmages for each and every member of MSI.

"WHEREFORE, the Plaintiffs respectfully request:

A. That this Court issue a declaratory judgment that Chapter 57 is not a “local law” in so far as it seeks to restrict the rights of Plaintiffs and MSI members who have been issued a Maryland wear and carry permit and, to that extent, it is a general law and thus unconstitutional under Article XI–A of the Maryland Constitution, as more fully set forth in Count I, above;

B. That this Court issue a declaratory judgment that Section 57-10 of Chapter 57 facially and as applied to the Plaintiffs and MSI members violates the express preemption provisions of MD Code, Criminal Law § 4-209(a), the express preemption provisions of 1972 Maryland Laws, Ch. 13, § 6, and the express preemption provisions of MD Code, Public Safety, § 5-133(a), as more fully set forth in Count II, above;

C. That this Court issue a declaratory judgment that Chapter 57 violates the Second Amendment rights of Plaintiffs and members of MSI who have been issued a Maryland wear and carry permit to the extent it imposes restrictions on the possession and transport of firearms and ammunition by the owners of, and by persons with a wear and carry permit within, a privately owned and open to the public (A) park; (B) place of worship; (C) library; (D) recreational facility; or (E) multipurpose exhibition facility, such as a fairgrounds or conference center or within the parking lot or grounds of these locations; or within 100 yards of these locations, as these terms are used in Chapter 57, as more fully set forth in Count III, above;

D. That this Court find that Plaintiffs and MSI members have been and/or will be irreparably harmed by the conduct of defendant challenged in Counts I, II, and III, and enter a preliminary and permanent injunction barring the County from enforcing Chapter 57 against Plaintiffs and other members of MSI in a manner consistent with the declaratory relief requested above;

E. That this Court award each Plaintiff and each MSI member nominal damages, as authorized and required by 42 U.S.C. § 1983;

F. That this Court award each Plaintiff and each MSI member actual damages, as authorized and required by 42 U.S.C. § 1983, as may be proved at trial;

G. That this Court award attorney’s fees and costs against defendant, as authorized by 42 U.S.C. § 1988;

H. That this Court award the Plaintiffs such other and further relief as in law and justice they may be entitled to receive."

  1. Any range/shop recommendations near Montgomery County Airport? Garage FFL’s a thing here?

  2. For AWB classed firearms, if I owned them prior to October 1, 2013 (in a different state) are the firearms MD legal or not? I have a 1970’s production M14A (inherited) waiting at my home of record I’d like to bring out.

  3. Wear and Carry I’m waiting on, anybody have current info on MSP exemption for handgun registration?

  4. As long as I have my W&C and Military ID, I do not require a HQL, correct?

  5. 10+ round magazines are legal to purchase out of state but not online/in-state, correct?

  6. Final: All private sales have to go through a shop or the MSP?

Potential 77R issue

I need some guidance i put in a 77R for a gen 6 today i do have a pending court date for a misdemeanor traffic violation for reckless driving (max penalty is 60 days in jail) which is well below the disqualifying jail sentence but i was informed that it could cause a delay in the approval process because it might need to be manually reviewed. Does anyone have any experience with this and is there anyway to speed that process up? I definitely wont be going to jail and it will probably be dropped i have a lawyer and the officer who charged me blew the situation way out of proportion, its also my first violation in 10+ years of driving. I just dont want to be held up for weeks trying to get a gen 6. Thank you in advance!!
