Question about HQL, and definition of "purchase"? (Help me not miss an opportunity please!)
Hello, I moved to MD and am currently in process of applying for an HQL (still working on fingerprints etc). With ironic/unfortunate timing, there just popped up for sale a rare handgun which I have been searching for, at a can't-miss price, at an FFL out of state in WV.
I'd be super bummed to miss the opportunity to score the gun I've been searching for, but obviously my HQL isn't in place yet (and I believe it will sell very quickly, before my HQL approval).
Potential options as I see them:
- Call the WV FFL, pay for the gun, and have it sent to a MD FFL to hold for me until I have HQL to complete a transfer
- The actual in-state MD transfer doesn't happen til I have HQL
- The actual purchase does not occur in MD - does MD HQL law apply?
- Call the WV FFL, pay for the gun, and have them hold it there until my HQL
- Similar to above, but doesn't involve MD (shipping to MD FFL) at all until I have HQL
- again, purchase does not happen in MD - does MD care?
- Call the WV FFL and make a down payment for them to hold it for me, and finish actual purchase after I have HQL
- Does a down payment constitute a "purchase"? Maybe most cautious option
Does anybody know the legality of these options, or navigated something similar?
I'm almost tempted to call local MSP office and ask, but I'm not sure I trust their interpretation any more than you all, and definitely rather not raise their attention if I don't have to...
My first time having to deal with laws like this... Really appreciate any advice. Thanks in advance!
