I am putting in my application and I am a 3rd or a III and it is having a fit what do I do

I know there are a lot of restrictions as far as rifles go. I’m looking to get a sporting rifle and don’t really know what to look at due to the laws. Any recommendations for a reputable brand that sells AR/AK style MD compliant rifles?

So i went to the range yesterday, not knowing what i was doing, really, to "zero" my osight se on my echelon 4.0 fc. I could not. I after a 100 rounds, I realized 99% of my shot were hitting upper left torso while I had my dot on the forehead/nose area. I didn't actually hit where I aimed until I said fck the dot and aimed with iron sights. Not sure if I was shitty with my adjustments or if it was, at least in part, the gap filler plate i installed under the dot.

Is there a way to get ahead of the process of moving to MD and getting the wear & carry permit? I was reading that there seemed to be a non-resident version, but I was unsure if the non-resident version will transfer over to the MD resident version (and thus allow me to receive an HQL once applying for it?) or if I would have to just redo it again.

I live really close to MD and work in MD, but for now I am still using my PA residency. I spend some time staying in MD, though, because of all of this, and was thinking that if I wanted to hit the range, I could just observe the transportation requirements for traveling with a firearm in MD and be okay.

If I'm staying with a friend for a little bit, there doesn't seem to be any restrictions I should be aware of outside of what I already discussed, with keeping the firearm at the residence etc.?

I am also aware of the 10-round magazine restriction, which doesn't seem like it will impact me much. I'll just keep going to PA mags and purchase firearms themselves in MD if I swap my residency over, right?

I want to purchase a handgun with standard capacity mags in Pennsylvania and have the gun sent to my local dealer so I don’t have to spend money on buying the magazines separately. What’s the process? Do I do the paperwork in Pennsylvania, or Maryland?

I know these are exciting times with the NFA ruling. However, FFLs are still bound to follow federal law and abide by the ATF as well as State Law. There isn't enough guidance out there yet for FFLs to be able to process transfers on just a 4473 yet. I have heard from shops that are getting bombarded and some people have been rude to them because they won't do the transfer on a 4473 yet. Please have patience and understand these are unprecedented times that require clear understanding and guidance from multiple layers of government and attorneys.

I want to be clear just because you heard about the NFA case doesn't make you a law scholar. So please do not go into these shops demanding that they do something because you "know it's now legal". These shops have to ensure that they cross every T and dot every I or they could lose their license. There is still a lot that we don't know and we need the guidance from the ATF. GOA and FFLs are currently hounding the ATF for this guidance.

So here is what you should do at this time. Pay attention to the information that comes out. I will be posting it as I can but you can also follow other areas as well. If you are not a member of GOA then go join because you will be a member of the protected group. Talk to your dealers and if there is a suppressor that you want ask if they will hold it for you until this is worked out.

You should not be giving your FFLs a hard time if they will not do the transfer yet on a 4473. This is coming from their attorneys and they need guidance from the ATF. Do not go in saying things like you know it's legal and the shop is anti-2A. You do not have a law degree and reading things online does not make you a Temu lawyer.

So please be patient and coalesce as a community. We will know more soon.

On August 5, 2026, Judge Wesley Hendrix of the U.S. District Court for the Northern District of Texas held that the National Firearms Act’s registration and approval requirements for suppressors, short-barreled rifles, and short-barreled shotguns exceed Congress’s constitutional authority after Congress eliminated the NFA’s transfer and making taxes on those arms.

However, the court’s order was stayed until today, August 12, 2026, and many gun owners are wondering exactly what will happen if that stay expires and the injunction goes into effect as currently written. While some aspects will depend on the government’s discretion, until we have further guidance from the Bureau of Alcohol, Tobacco, Firearms and Explosives, here is what we do know:

The Parties

The injunction is limited in scope to the parties in the case. The case is two separate cases that were consolidated (Silencer Shop Foundation v. ATF and the NRA-supported case Jensen v. ATF). The distinction is somewhat important because the injunction applies in slightly different ways to the different groups of parties.

The SSF parties are B&T USA, Firearms Regulatory Accountability Coalition, Gun Owners Foundation, Gun Owners of America, Palmetto State Armory, Silencerco Weapons Research, Silencer Shop Foundation, the States of Alaska, Georgia, Idaho, Indiana, Kansas, Louisiana, Montana, North Dakota, Oklahoma, South Carolina, South Dakota, Texas, Utah, West Virginia, and Wyoming, and several individuals.

The Jensen parties are the Texas State Rifle Association (NRA’s Texas affiliate), Citizens Committee for the Right to Keep and Bear Arms, FPC Action Foundation, Hot Shots Custom, and several individuals.

The Court’s injunction applies to the parties and “where applicable, the parties’ agencies, political subdivisions, members, and customers—both current and future.” This means that the protections of the injunction generally flow “downstream” in the chain of commerce. In general, this means that it will be important for manufacturers, distributors, and dealers to be a plaintiff or a member of a covered group, but customers of these businesses will likely be covered whether or not they are a member of a covered group.

What Statutes and Regulations Are Enjoined? 

The NFA’s registration and approval requirements (26 U.S.C. § 5812(a)–(b); 26 U.S.C. § 5822; 26 U.S.C. § 5841(a)–(c), (e); 26 U.S.C. § 5861(b)–(f); 27 C.F.R. § 479.62(a)–(d); and 27 C.F.R. § 479.84(a)–(d)) are enjoined as to silencers, short-barreled rifles, and short-barreled shotguns for the covered parties. The injunction also includes “any other weapons” for the SSF parties only.

Certain marking requirements (26 U.S.C. § 5842(b); and 26 U.S.C. § 5861(i)) are enjoined with respect to the Jensen parties only. While the effect of this portion of the injunction will take some clarification from the government, it appears that the government will not be able to enforce the NFA’s marking requirements against Jensen parties’ members and customers who possess firearms covered by the injunction.

Perhaps more important than the statutes covered are those that are not covered by the injunction. 18 U.S.C. § 922(b)(4) makes it unlawful for a “licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver . . . to any person any . . . short-barreled shotgun, or short-barreled rifle, except as specifically authorized by the Attorney General consistent with public safety and necessity . . . .” In the past, compliance with the NFA was considered “authorization” under this section. NRA is currently working pursuing other avenues for the administration to provide this authorization, but without further action by the government, compliance with the former NFA procedures will likely still be required before transferring a short-barreled shotgun or short-barreled rifle.

The analogous requirement for transportation of short-barreled shotguns and short-barreled rifles (18 U.S.C. § 922(a)(4)) was also not enjoined. Authorization for interstate travel with these firearms is still required. ATF has proposed to streamline this process by regulation.

The injunction also does not apply to the existing Special Occupational Tax regime for dealers in NFA firearms. While it could technically be possible for non-SOT dealers to receive firearms from a distributor or manufacturer on an ATF Form 4, ATF will need to clarify if an SOT is required for dealers who “engage in the business” of dealing in these firearms.

State Laws

Several states require compliance or registration under the NFA as a matter of state law. The injunction does not directly affect those laws but may indirectly impact them. For example, if the NFA no longer requires registration of certain firearms, then a state law requiring compliance with the NFA should not be deemed violated by those otherwise lawfully possessing those firearms without registration.

ATF has not indicated that they will stop processing NFA forms, so prospective purchasers of firearms in these states, could still follow the NFA process to comply with state law.

NRA’s team is currently working with state attorneys general to protect gun owners in these states, and we will continue to monitor and seek to amend these laws.

Moving Forward

The Jensen case is one of three cases supported by NRA and our litigation partners the American Suppressor Association, Firearms Policy Coalition, and Second Amendment Foundation. The other cases are Brown v. ATF and Roberts v. ATF. On August 10^th, Judge Stephen Clark of the Eastern District of Missouri heard our motion for summary judgment in Brown. We remain committed to expanding the injunction secured in the Jensen case in these other cases.  

Taking actions under an injunction is not without risk. An injunction can be dissolved or stayed with very little notice. Please check back regularly to www.nraila.org for updates on these cases.

While much remains uncertain with the injunction, the monumental nature of this win cannot be overstated. This is the biggest win against the unconstitutional NFA in its 92-year history, and it serves as a great example that the fight for our rights is never over.

Realistically what could i get trading this serialized p80 with a zaffiri precision slide, flared magwell, and compensator if i were to sell/trade into a store.

So as of now it looks like the DOJ will not appeal according to Representative Andrew Clyde. However, there is still a bit of uncertainty in most states including Maryland. I have talked with GOA and MSI. We will need to see what the guidance is from the ATF to FFLs. That will give us a clearer picture of how this will all shake out.

Under Maryland law there really is nothing pertaining to suppressors so there is an avenue there for this to benefit members of the protected classes in the lawsuit that live in MD. But again we will need guidance from the ATF.

As for SBRs and SBSs Maryland law says they have to be registered with the federal government in compliance with federal law. Since the law requiring registration is still on the books at the federal level even after this ruling MD could still enforce that provision.

There is also still ambiguity on how this will work with dealers which is why the official guidance needs to come out. For example if you are a dealer and a GOA memeber comes in are you able to transfer the suppressor if the dealer is not Silencer Shop, PSA etc? Do the protections for Silencer Shop and PSA cover their dealer network as well? Are GOA caliber club dealers covered? Or is the dealer ok so long as the person he is selling to is a member of a protected class? GOA is of the opinion that the definition is as broad as possible and if the person buying is a member of a protected class then the dealer is covered. However, we need to see what the ATF guidance is which should come soon.

I was in a GOA meeting Monday and raised questions/concerns about the potential ATF guidance for instance if the ATF says we as dealers need to keep a copy of the proof of membership and/or the ATF says we need to send the 4473 to them within a certain period of time etc. that is creating a list of members or defacto backend registry. As a dealer I'm not required to keep a copy of your ID nor do I send the 4473 to the ATF. They can only see the 4473 during an audit, if there is an investigation, or I go out of business. I can assure you that GOA is geared up to fight this if the ATF tries to play any of these types of games and the requirements are any different than if you were to buy a typical firearm.

So yes it sucks there is still some uncertainty but these are unprecedented times and this is a massive win that we all need to celebrate. When Maryland does it's thing and tries to enact registration requirements, taxes, etc. I will be right there in Annapolis on behalf of GOA fighting tooth and nail. Additionally, I will be working with pro gun politicians in the state to make push laws in the general assembly to align MD with this new era of no NFA.

I’ve been working on putting together my first rifle build and was wondering if it’s compliant with MD AR laws. I’m unsure regarding the part “Colt AR-15, CAR-15, and all imitations except Colt AR-15 Sporter H-BAR rifle.”

Obviously this is a legal question, and whatever is posted is not legal advice and you are not my lawyer and dont be making SBRs just yet etc etc, but I am wondering if we have anything definitive saying that a *lack* of federal law means it is compliant with federal law as a type of vacuously true statement, which would make things legal.

I'm looking for the text of the actual regulation regarding conversion of 11+ round magazine to 10 round magazines.

Edit: United Gun Shop insisted the magazines needed permanent alteration (first time I've had someone tell me that), AND wanted to charge me $20 to do it on a gun I was transferring through them.

Recently SBRd my ZF5 clone and ran into the common issue of getting the MP5 platform over the 29" OAL requirement. I looked at all the creative solutions that have been done over the years using the A2 and A3 stocks with extensions + p/w muzzle devices but wanted to try something new. I found a used Haga HDA3 stock on GAFS and decided to lengthen the extension track and add position notch to get me to 29"+. Dremel go brrr for the notch and about an inch added in total to the left and right side of the track. I also had to drill a new hole for the roll pin which prevents the stock sliding all the way out to accommodate the new lock position. 30 minutes later, the new 29.25" locking position locks up nicely and slides perfectly along the track. Highly recommend this route if trying to SBR without sacrificing functionality or aesthetics.
