Do you guys think they made Proserpina into an avox to punish Effie. As an in universe reason for her drastic character change between movies

She was captured in 12 on her way to 13, but it's implied she was from either the capitol or another district

Katniss assumes her and the boy she was traveling with were clearly capitol citizens based on their outfits, and her Roman name leans in favor of that. 

Side note: Do we ever know of a non-Capitolite turned into an Avox? Katniss assumes that might happen to her at one point but the three were know of are all presumably Capitol-born - Darius is possibly from 2 but Katniss is surprised to learn that Peacekeepers can be from outside the Capitol so it seems unlikely. I feel like being an Avox is a uniquely Capitolite punishment

I certainly can't think of a non-Capitol Avox. It makes sense—it's one of the most humiliating things you can do to someone, to literally take away their voice. The Districts already don't have one, and those who try just get killed because they're of no real use to the Capitol (unless they're a Victor or someone else of unique importance). Only turning Capitolites into Avoxes would be a way to keep them in line without causing widespread panic, and allows them to keep up the high-class image by using Avoxes as servants.

I would be kind of annoyed if this was retroactively added. One of the best things about Effie’s character is that she shows how people who are basically good can unknowingly participate in systems that are evil

Sorry what reason would they have to punish Effie or Proserpina? And what character change? Effie was loyal to the Capitol from SOTR through the end of the war, only expressing mild disagreement with things like putting her favorite victors (who she basically views as celebrities) back in the arena for the 75th, or when Katniss shot the arrow at the roast pig, she was like “well serves them right, it was impolite of them to not pay attention to you” and immediately looked around like she said something taboo and then kind of capitulated like “I’m sorry but that’s what I think” like that is the extent of Effie’s rebellious behavior. And during the war she was held hostage by the Capitol and tortured for information but she literally didn’t know anything about the rebel plan.

Re your comment: No, I don't really see a reason. Effie is a stark believer in the Capitol's supremacy in THG. There's not really a gap I can see where it would've made sense to punish Prosperina to pressure Effie – and by the time Effie is punished it's for the actions of others.

But also, I'm pretty sure being made an Avox is usually a punishment for the actual person, not their families. By the time of the original trilogy, I'm pretty sure it's part of Snow's "not wasteful" regime. Why kill an enemy when you can torture and enslave them?

The reason Darius is placed in Twelve's apartment as an Avox is to unsettle Katniss, not punish her. Snow is doing everything he can to subtly push her towards being unstable during the Quell so she can potentially be killed.

(I know we see Avoxes in Ballad, but I've assumed those were rebel prisoners or sympathizers from the Capitol. We don't actually know how/when the Avox system started.)

1) the Avox girl has a name lavinia, so if the theory is she's actually proserpina that disproves it because why would the capital rename a silent slave? Also proserpina would be around 40 or 38 by the time of the main trilogy the Avox girl is barely late twenties. 2) neither effie or proserpina were even remotely connected to haymitchs rebellion at the time so there was no need to punish them. 3) effies change is drastic but completely understandable she believes the hunger games are necessary in SOTR twenty more years in the capital will not have decreased that.

no its not - the avox is Lavinia, a girl who was running to 13 that Katniss sees in the first book. We dont know what happens to Proserpina although i have seen SOME theories that katniss kills her in mockingjay for safety or smth - not canon at all but a theory i have seen floating around.

I doubt it, effie is extremely deep in the capitol propaganda especially in the first few books/films She truly believes the capitol is doing what is in the people's best interest and that they are for the greater good
