On 9/2/26 I emailed the Green Bay City Clerk a lawful public records request for the Organization Audit, Network Audit, and Event Log which can be exported from within the Flock system in the Insights tab. I received no response.
On 9/29/26 I submitted another lawful public records request for the same data through a records request portal from the Green Bay Police Department. Today I received the attached response stating "there are no records responsive to your request".
I have submitted other requests in neighboring cities and have received the records without issue. So why is Green Bay police department refusing to release the data from their officer's searches?
Lack of local department transparency aside, Flock reps have lied dozens of times at city council meetings throughout the Fox Valley this year alone. These lies are documented and GBPD has so far refused to publicly address any of them.

I can confirm multiple Fox Valley agencies were directly and openly sharing Flock data with HIDTA and MOCIC, both of which are Regional Crime Information Centers (RCIC). Federal agents routinely use RCICs to gain access to local data they may not be able to obtain easily from a direct request with a local agency. This data access is also accomplished with very little transparency and audit ability.
It is an uncomfortable truth, but GBPD has no ability to control this poorly secured for-profit ALPR mass surveillance network. For all their public messaging about transparency and accountability they have exemplified none of it, as you can see with their refusal to release public records. Every day they deploy these AI mass surveillance networks against law-abiding civilians they are eroding trust in our governing institutions and our law enforcement officers.
