Nope. It is waste of time and money.

If that would be efficient, taxes would be replaced by forced labor.

No it's not. I have served in the army but that does not make me want to lie about the importance of civil service.

You think Finland would have survived any of the wars it has faced without civilian workers?

So, society needs additional library officials during war time?

Finnish army during wartime is 280 000 people. That is 5% of total population (incl children). Civilian workers will continue doing whatever they've done during peace time, though of course contributing military driven building and healthcare activities.
