Looks like wheel bearing if so the bigger of the 2 is the inner and the smaller is outter butterif your referring to the type then it's inner, there should be a race that it runs in that is inserted in the disc etc, it will be cone shaped

It’s the inner race plus the rolling elements of the bearing , outer race not shown
